About The Position

ASRC Federal Technology Solutions (AFTS) is seeking an Operation Information Environment (OIE) Mid-Senior level manager, with proven exceptional leadership skills and experience working on or liaison with 3 or 4 Star level staff Type Commands (TYCOMs) or Component commands (COCOMs) with expertise and knowledge of Cryptologic Warfare (CW), Meteorology and Oceanography (METOC), Electronic Warfare (EW), Cyber Operations (CO), NETWORK Ops (NETOPS), Space, Electromagnetic Spectrum Operations (EMSO), and Intelligence (INTEL), domains supporting Fleet level tactical and strategic operations. Prospective employee needs knowledge of supporting Navy Information Forces Command (NAVIFOR) within the arena of manning, training, equipping and certification (MTE&C) efforts which provides naval combat units with cutting-edge IW capabilities. Responsibilities include: Support NAVIFOR in all organize, man, train and equip, and identify requirements for all Navy Operations in the Information Environment (OIE) capabilities. Organize, man, train and equip, and identify requirements for all Navy OIE capabilities. In coordination with OPNAV and fleet commanders, ensure OIE training supports fleet requirements and track and report training readiness. Integrate OIE into training and exercises where appropriate, to include the Optimized Fleet Response Plan (OFRP). Support capability in Naval Information Warfighting Development Center (NAVINFOWARDEVCEN) to assist or support the development of U.S. Navy OIE plans and concepts of operations (CONOPS), in support of OPNAV, Navy components, numbered fleets, Navy shore organizations and maritime OIE activities in support to combatant commands. Review Navy training requirements for equipment that supports OIE. Coordinate with Systems Commands (SYSCOM) and Navy Education Training Command (NETC) program managers for inclusion of training aids, devices, and simulators in the basic development plan.

Requirements

  • Preferred O-4 or higher officer or senior enlisted E=9 personnel with extensive and current knowledge within Information Warfare (IW) arena dealing with Navy Joint and Strategic exercises and operations
  • Minimum of fifteen (15) years of leadership and strategic planning experience in large IW organizations.
  • Department of Defense operational and command staff experience preferred.
  • Keen understanding of all facets of IW operations and how they support Fleet exercises and operations at a tactical or strategic level.
  • Requires relevant understanding of Maritime Operations Commands (MOC) watch floor activities and organizational structure.
  • Master’s degree in a related IW field of study.
  • Twenty or more years of experience in the Department of Defense arena supporting Information Operations (IO) / Information Warfare may be accepted to meet education requirements.
  • Top Secret/Sensitive Compartmented Information (TS-SCI) clearance required. Candidates without a Top Secret/SCI clearance will not be considered.
  • Basic proficiency in Microsoft Office and other office/data automation tools is required.
  • Well versed at (IW) doctrine development and policy.

Nice To Haves

  • Graduate of Navy Information Warfare Development Command (NIWDC) IWC Afloat Training Course would greatly enhance abilities to perform these duties but is not a requirement.
