About The Position

This position will serve as a Business Analyst in our project management office (PMO), providing necessary coordination, guidance, and documentation for analyzing, creating, testing, and documenting systems and user requirements for the agency’s information technology (IT) projects.

Requirements

  • Proven experience with business and technical requirements elicitation, analysis, modeling, verification, and development of information technology (IT) systems.
  • Demonstrated skills in IT project management, planning, organizing, and managing resources, and resolving user problems.
  • Ability to interpret and communicate business and technical information verbally and effectively to project stakeholders to facilitate a productive team environment.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, and document work processes.
  • Knowledge of computer operating systems at the desktop and server level, and ability to train agency employees to use applications; Knowledge of data modeling tools.
  • Experience in eliciting and documenting business rules and/or processes.
  • Ability to conduct fact finding research, work independently, plan, organize and coordinate work assignments, and to establish and maintain effective working relationship with others.
  • Working experience with Microsoft Project, Microsoft Office with proficiency in Excel, Visio, or similar tools for creating diagrams, flowchart, and process flows.
  • Excellent verbal and writing skills – must be able to present technical information in a written form that is clear and understandable to technical and non-technical stakeholders

Nice To Haves

  • Bachelor’s degree in information technology or related field.
  • Two years of work experience managing IT projects.
  • Proven experience with technical documentation in Project Management Office (PMO).

Responsibilities

  • Gather and document systems and user requirements for Juvenile Justice software applications.
  • Document business processes as required; Create system documentation using a variety of business analysis modeling techniques including but not limited to flowcharting, use cases, use case diagrams, user stories, story boarding, and requirements traceability matrices.
  • Perform data analysis on existing data and presents solution options.
  • Work with other management information systems (MIS) personnel and agency program representatives to ensure that products meet expectations.
  • Perform internal testing for Juvenile Justice Information System and administrative systems.
  • Assist in the development of test plans related to user acceptance testing (UAT) of created or developed systems/solutions.
  • Create process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
  • Facilitate meetings with agency representatives to ensure the objective of the meeting is obtained.
  • Ensure timely and accurate verbal and written communication with team members, supervisor, Chief Information Officer, and agency representatives at all levels as needed.
  • Provide customer assistance on issues involving computer uses, applications, and system utilization.
  • Assist with Special Project Assignments as needed.
