About The Position

ASR is seeking a highly qualified, experienced On-Site Construction Management Representative (CMR) to support the National Park Service (NPS) Denver Service Center on a critical historic preservation and coastal infrastructure project. This is a prestigious, long-term opportunity to serve as the Government’s primary on-site representative for the repair and raising of four seawalls, rehabilitation of the historic Center Seawall, new entrance plaza/building, utilities, and site improvements at the iconic Castillo de San Marcos National Monument, St. Augustine, FL. Position Summary Serve as the full-time, on-site CMR for the duration of the construction contract (550 calendar days after Notice to Proceed, plus pre-construction and post-construction support). Working under the direction of the CM Firm and the NPS Contracting Officer’s Representatives, you will observe, document, and report on all construction activities to ensure full compliance with contract documents, safety standards, and historic preservation requirements. This role demands an independent, detail-oriented professional who maintains strict neutrality, excellent documentation skills, and the highest ethical standards while working in a culturally and historically significant national monument.

Requirements

  • Minimum 5 years of relevant construction/engineering experience in: Construction management Project coordination, documentation, and communication Inspection and verification of construction work Schedule and cost estimating/analysis/negotiations Reviewing payment invoices and as-constructed drawings Leading/facilitating progress meetings Technical writing and compliance with codes, permits, and contract documents
  • Thorough understanding of site protection, excavation, structural concrete, structural steel, unit masonry, sheet piling, MEP systems, commercial windows/doors, accessibility (ABAAS), and work in culturally/historically significant sites. Ability to read/interpret plans, specifications, and construction schedules. Experience with cost estimates, proposals, scope changes, and negotiations (broken down by labor, materials, equipment, overhead, profit, and bonding).
  • Current OSHA 30-hour Construction Safety Training certificate (required).
  • Proficient and able to demonstrate abilities with MS Office (Word, Excel), Adobe Acrobat/Bluebeam, MS Project or Primavera P6, MS Teams, Construction management software ( ProjectTeam ). Ability to markup PDFs, create/share screens, record meetings, and manage digital documentation.
  • Ability to walk up three flights of stairs, work from scaffolding/lifts, walk on roofs, use ladders, and work while tied off with a Personal Fall Arrest System (PFAS) daily. Ability to enter confined spaces and perform office/computer work up to 8 hours per day.
  • Valid driver’s license and reliable transportation.
  • Must have no conflicts of interest (e.g., family or financial ties to the construction contractor).
  • Must maintain strict confidentiality and ethical standards.
  • Willing to commit to employment for the full project term

Responsibilities

  • Daily Observation & Documentation Observe and document contractor progress, workmanship, quality, and conformance with plans, specifications, building codes, and safety standards. Prepare and submit Daily Reports (with photographs) every on-site day; upload weekly to the CM software (ProjectTeam).
  • Meetings & Facilitation Arrange, attend, facilitate , and document weekly progress meetings, safety meetings, pre-inspections, 3-phase inspections, and negotiations. Distribute minutes within 1 business day.
  • Schedule, Cost & Payment Review of Construction Contractor’s Review baseline and monthly schedule updates; prepare schedule review checklists and logs. Review construction contractor’s progress payment requests, certified payrolls, and labor interviews (SF 1445).
  • IGEs, TIA Reviews Assist with cost estimates, proposal analysis, and Time Impact Analyses.
  • Submittals, RFIs & Changes Log, review, track all submittals, RFIs, and change documentation. Reject incomplete packages and ensure timely forwarding to the project team.
  • Safety & Compliance Monitor contractor compliance with Accident Prevention Plan, Severe Weather Plan, Vibration Monitoring, Historic Preservation Treatment Plan, and OSHA requirements. Document safety issues immediately.
  • Administrative & Closeout Verify record drawings, O&M manuals, warranties, and commissioning activities. Support deficiency list development and final closeout documentation.
  • Communication Protocols Communicate all observations, concerns, and issues only to the NPS DSC team (never directly to the Park, Region, or Contractor). Maintain procurement-sensitive information and identify yourself at all times as a Contractor (non-Government employee).
