The Planning and Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built, and ensuring safe construction of buildings and infrastructure. The process is governed through development and enforcement of city codes and ordinances. It is a city department of approximately 555 employees across four main Divisions - Management Services, Planning, Historic Preservation, and Development. PDD is seeking a Project Manager for their Office of Customer Advocacy Program. The Office of Customer Advocacy (OCA) provides development assistance and case management for small business customers new to the land development and building permit processes. Specifically, the OCA provides services to customers interested in the remodel or minor addition to existing commercial buildings, conversion of residences into commercial uses, and adaptive reuse of existing buildings for new business purposes. Responsibilities for the OCA Project Manager include supporting commercial redevelopment projects, providing business assistance, and administering the city's Adaptive Reuse Program. The Project Manager will collaborate with the Office of Customer Advocacy Team, City Management, technical leads, and Economic Development to ensure small business customers are made aware of business assistance resources. Market and promote the OCA and its programs to the business community, entrepreneurs, community groups and landowners. Duties will also include performing site plan reviews, analyzing project submittals, and coordination with community representatives, developers, and city management to review proposed projects and provide development guidance to existing and potential business owners.

Requirements

  • Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
  • Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Nice To Haves

  • Four years of Project Management experience with decision making authority.
  • Four years of demonstrated experience performing plan review including Civil plan review, Traffic review, Site development, Fire Prevention review, or Building Code Review.
  • Four years of experience researching and enforcing Zoning Ordinance, City Code, Building Code, Civil and/or Fire Code requirements
  • Four years of experience communicating technical information to non-technical persons; individuals and groups.
  • Five years of experience in customer service in person at a public counter.
  • Four years of experience conducting property research related to land entitlements, permit history, legal non-conformity, or other.
  • Demonstrated experience in negotiation skills with private developers, contractors and design professionals.
  • Experience with technology/applications that support processes innovation or efficiency (i.e. Kiva, Shape PHX, ProjectDox, Electronic Plan Review).
  • Public speaking experience, involving speaking to groups of 20 or more.
  • Experience working with professional experts and senior staff.
  • Experience leading projects or initiatives.
  • Bilingual, ability to speak Spanish preferred.
