About The Position

We are seeking an experienced Office Engineer to support construction management and contract administration activities for projects at EWR Air Train Replacement Program and other PANYNJ facilities. The Office Engineer will be responsible for document control, submittal tracking, change management, payment support, meeting documentation, project records, closeout documentation, and coordination with project leadership, field staff, contractors, and Port Authority stakeholders. This role supports active capital improvement, rehabilitation, and tenant/alteration work in a highly regulated public-agency environment where construction activities must conform to Port Authority requirements for permits, insurance, safety, M/WBE participation, and facility coordination. PANYNJ’s materials show that construction-phase submittals, permits, and coordination flow through the Resident Engineer’s Office during Phase 2 construction.

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, Architecture, Architectural Technology, Construction Technology, or a closely related field from an accredited college or university; or a combination of education and directly relevant experience sufficient to meet the position requirements. Comparable public-sector minimum qualifications use these same degree families.
  • Minimum 5 years of relevant experience in construction management, office engineering, contract administration, or project controls on public-agency, transportation, aviation, bridge/tunnel, vertical building, utility, or infrastructure projects.
  • Experience supporting submittals, RFIs, change orders, payment applications, schedules, meeting minutes, and closeout documentation.
  • Strong knowledge of construction contract administration, document control, and project record management.
  • Proficiency with Microsoft Office; experience with document management systems and construction tracking tools.
  • Ability to read and interpret plans, specifications, shop drawings, and contract documents.
  • Excellent written and verbal communication skills.
  • Valid driver’s license and ability to travel to project sites in NY/NJ as required. Public-sector comparables frequently require a valid driver’s license for these roles.

Nice To Haves

  • PANYNJ experience preferred.
  • Experience on aviation, rail/transit, terminal, bridge/tunnel, marine terminal, or public-agency capital projects.
  • Familiarity with Port Authority procedures, tenant alteration / facility coordination processes, or similar owner-agency construction processes.
  • Experience with Primavera P6, Procore, e-Builder, or similar construction management systems.
  • Familiarity with M/WBE compliance tracking and public-owner documentation requirements.
  • Associate-level certification or training in document control, project management, scheduling, or construction administration.
  • OSHA 30-Hour Construction Safety preferred; OSHA-based safety compliance is central to Port Authority construction review standards.
  • ACI, NICET, CCM, PMP, or Primavera P6 training/certification are preferred but not required, depending on project scope.
  • Additional owner- or facility-specific badging/training may be required before site access.

Responsibilities

  • Support project managers, resident engineers, and field staff with contract administration for active construction contracts.
  • Maintain complete and accurate project records, including correspondence, meeting minutes, logs, submittals, RFIs, change orders, field reports, payment documentation, and closeout files.
  • Track and monitor required submittals, approvals, permits, insurance documents, contractor licenses, and compliance documents.
  • Prepare and maintain logs for change orders, time extensions, overruns/underruns, invoices, payment applications, and project closeout.
  • Coordinate document routing and status tracking among contractor, client, consultant, and Port Authority stakeholders.
  • Support the Resident Engineer and project team during pre-construction, construction, and closeout phases.
  • Maintain organized electronic and hard-copy files in accordance with agency and project recordkeeping requirements.
  • Assist with monthly reporting, progress updates, schedule reviews, and management presentations.
  • Support M/WBE documentation tracking, safety-related documentation, and turnover package assembly.
