Under the direction of the Rancho Cordova office Managers, the Office Manager will manage the everyday needs of the office. Detailed knowledge of organization operations, procedures and staff. Within guidelines, makes independent decisions regarding office and supports professionals in each group (Advanced Energy, Environmental, Infrastructure Design and Construction Management) in our office and other offices as needed. Under the direction of the Rancho Cordova office Managers, the Proposal Manager will manage the proposal development process from pre-solicitation capture planning through submittal and closeout. This person will work closely with various technical teams to prepare responsive, compelling proposals and interview presentations - developing winning approaches and targeting messaging that resonates with the client for each project. Our assignments include small and medium-sized bridges, culverts, railroad grade separations, viaducts, and major water crossings in both rural and urban environments. This is a full-time, direct hire position that offers full benefits.

  • Open up the office each morning.
  • Answer the main phone line incoming calls (Rancho Cordova and Fresno offices).
  • Receive mail and packages and distribute to the appropriate person.
  • Prepare outgoing FedEx packages and track delivery.
  • Prepare outgoing mail.
  • Keep kitchen clean and fill coffee supplies.
  • Order supplies through Staples Advantage.
  • Desktop publishing if needed.
  • Prepare subconsultant agreements
  • Prepare PO's for subconsultants and once approved email to them, track return and file in project folder.
  • Assist with expense preparation in Concur as needed.
  • Maintain the storage unit across the street.
  • Organize lunch get-togethers or employee initiative outings.
  • Organize holiday party in December.
  • Report any office repairs to Property Management and follow up until fixed.
  • Maintain office safety.
  • Assist with project related work, i.e. report preparation, presentations
  • Assist with travel arrangements.
  • Welcome new hires, make sure they have a place to sit, if applicable.
  • Work with vendors for printing full-size needs, employee nameplates, courier service, etc.
  • Maintain copy machines. Fill paper, toner if needed and call in any service needed.
  • Review IMS report each day and/or sites for upcoming proposals.
  • Download RFP's and distribute.
  • Hold weekly meetings to discuss GO and NO/GO decisions.
  • Review RFQs/RFPs and develop detailed proposal outlines and production schedules in accordance with client requirements.
  • Work with technical staff to identify win themes and differentiators.
  • Invite subconsultants to the team and provide requests for information (RFI).
  • Research and write firm qualifications content, project descriptions, staff biographies, and resumes tailored to each pursuit.
  • Review and edit technical proposal content for consistency, flow, inclusion of win themes and differentiators, and conformance with RFP selection criteria.
  • Coordinate with graphic designers to develop visual elements that enhance submittals.
  • Manage proposal review cycles, including color reviews and compliance checks.
  • Manage/oversee and/or perform proposal print production and submittal, if applicable.
  • Assist with the development of interview presentations.
  • Maintain marketing information databases, including resumes, project descriptions, client contact information, and content libraries.
  • Maintain filing system for master resumes, master project descriptions, and marketing collateral.
  • Participate in weekly marketing calls and other marketing meetings.
  • Assist with other duties as needed to support the marketing department.
  • High school education
  • 2+ years of office administration
  • Proficiency in Microsoft Office Suite, Adobe Creative Suite (Photoshop, Illustrator, InDesign)
  • Must be detail-oriented and possess strong initiative
  • Must possess strong written and verbal communication skills
  • Must possess strong organization skills and ability to multi-task, prioritize, and work independently as well as in team environments.
