About The Position

The City of Birmingham is seeking a highly qualified Occupational Health & Safety Administrator to lead the City’s safety and accident prevention programs. This role sets program goals, ensures compliance with safety codes and OSHA regulations, conducts safety inspections and trend analyses, and administers the Workers’ Compensation Program, including coordination with third-party administrators and legal staff. Responsibilities also include supervising employees, assisting with budget management, negotiating service contracts, and maintaining partnerships with external agencies. Work is primarily performed in an office setting.

Requirements

  • Driver's license.
  • Experience supervising employees (e.g., assigning and managing the workload of subordinates, making hiring recommendations, training subordinates, conducting performance evaluations, etc.).
  • Experience assisting in the development, implementation, or management of an occupational health and safety program and monitoring compliance with the organization's health and safety policies and procedures.
  • Experience processing workers’ compensation claims and working with third-party administrators and legal staff.
  • Experience working with on-the-job safety or loss prevention programs (e.g., workplace safety, fit-for-duty, workers’ compensation).
  • Experience in the management and analysis of data in order to create reports and remain in compliance with established recordkeeping and reporting requirements.

Responsibilities

  • Develops and implements occupational safety and health programs by analyzing departmental risk exposures, monitoring compliance with the Occupational Safety & Health Administration (OSHA) and Department of Transportation (DOT) regulations, and facilitating the General Safety Committee to reduce workplace hazards.
  • Develops and implements occupational safety training programs by identifying potential risk exposures, creating instructional materials (e.g., Toolbox training, Safety Week, and Safety Fair), and providing department-specific instruction to promote loss prevention and achieve long-term injury reduction goals.
  • Establishes and implements departmental goals by analyzing the agency’s safety needs, reviewing risk assessments, and setting program priorities using safety management tools and planning frameworks to improve employee safety.
  • Oversees safety and health site inspections of facilities, work practices, equipment, and site conditions to ensure compliance with building and life safety codes and occupational safety laws.
  • Negotiates and manages service contracts by reviewing requests for proposal (RFPs) and evaluating contract terms for claims administration, medical care, and hazard mitigation to ensure compliance with City expectations and cost-reduction goals.
  • Administers the Workers’ Compensation Program by reviewing workers compensation cases with the third-party administrator (TPA), conferring with the legal department to determine liability for the City, and by negotiating contracts for occupational, medical and operational services.
  • Facilitates return-to-work and accommodation efforts by assisting departmental management with permanent work accommodations or disability transitions to ensure efficient claims resolution and employee support.
  • Maintains operational awareness of emerging issues by reviewing data trends related to injuries, drug and alcohol testing, and environmental health to proactively address new risk factors within agency operations.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
  • Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
