About The Position

The Texas Health and Human Services Commission (HHSC), Community Services (CS) Department, seeks a qualified candidate for the Program & Advisory Committee Coordinator (Program Specialist V) position within the Office of Aging and Disability Resource Centers (OADRC). Under general supervision, this position performs highly advanced consultative, policy development, and program coordination work supporting the statewide Aging and Disability Resource Center (ADRC) program and associated advisory committees. This position serves as a subject-matter expert on advisory committee operations, stakeholder engagement, and ADRC program requirements. Responsibilities include planning, developing, implementing, and evaluating statewide program initiatives; ensuring compliance with federal and state requirements; and providing technical assistance to internal staff, ADRC providers, advisory committee members, and external stakeholders. The Program Specialist V works with considerable latitude for the use of initiative and independent judgment. Work impacts statewide ADRC operations, policy implementation, and stakeholder engagement.

Requirements

  • Knowledge of state and federal laws, regulations, policies, rules, and requirements relating to health and human services programs.
  • Knowledge of state government organization and administration.
  • Knowledge of the Texas Open Meetings Act
  • Knowledge of interagency collaboration methods and techniques.
  • Skill in analyzing and evaluating complex program issues.
  • Skill in providing consultation and technical assistance to varied audiences.
  • Skill in using Word and Excel to develop forms and templates.
  • Ability to communicate effectively verbally and in writing.
  • Ability to develop and deliver webinar trainings.
  • Ability to develop, interpret, and implement policies and procedures.
  • Ability to prepare written information in an understandable format.
  • Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.
  • Ability to develop, analyze, interpret, and research state and federal rules/regulations.
  • Ability to plan and handle multiple projects and meet tight timeframes.
  • Graduation from an accredited four-year college or university with major coursework in business administration, public health, healthcare administration, or another related field is preferred. Six years of experience working with health and human services organizations or programs will be considered instead of the education requirement.
  • At least two years of experience analyzing or reviewing state and federal regulations.
  • At least one year of experience leading or coordinating meetings across large organizations.
  • At least one year of experience of legislative bill analysis.
