Incumbents collect and analyze data to identify individual and/or community needs prior to planning, implementing, monitoring, and evaluating programs and/or services designed to encourage healthy lifestyles, policies and environments. Incumbents may also serve as a resource to assist individuals, other professionals, or the community. The Nutrition Educator position certifies individuals for participation in the Supplemental Nutrition Program for Women, Infants and Children (WIC). He/she provides services in the WIC Program in accordance with the policies of the state WIC Program and regulations as stated in DHM 150-24. Work is performed under the direct supervision of the Senior Public Health Nutritionist in the assigned area. A valid unrestricted Driver’s license and reliable transportation are required.

Requirements

  • A bachelor’s degree or higher from an accredited college or university in nutritional science, community nutrition, clinical nutrition, dietetics, public health nutrition, home economics, food management, or the equivalent or in a related field as required by WIC federal regulations (Part 246.2).
  • At least 1 year of experience interacting with clients and customer service.

  • Knowledge of information and techniques needed to rehabilitate physical and mental ailments and to provide career guidance including alternative treatments, rehabilitation equipment and its proper use, and methods to evaluate treatment effects.
  • Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. This may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods.
  • Knowledge of human behavior and performance, mental processes, psychological research methods, and the assessment and treatment of behavioral and affective disorders.
  • A valid unrestricted Driver’s license and reliable transportation are required.
  • Ability to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Certify clients for participation in the WIC Program.
  • Provide nutrition assessment, nutrition education and counseling for clients.
  • Obtain client’s height, weight and hemoglobin/hematocrit as needed.
  • Assess anthropometric, hematological and nutrition data.
  • Develop a comprehensive nutrition care plan for high risk clients.
  • Follow established policies and procedures for the collection, entry and management of data as well as the operation of computer terminals and printers according to the FL-WISE system and program regulations.
  • Provide nutrition and breastfeeding education in a group setting and/or individual counseling to clients to promote good eating habits, physical development and good health.
  • Coordinate services for clients and make referrals to appropriate agencies as needed.
  • Refer medically high-risk clients to the nutritionist.
  • Document nutrition education and counseling in the WIC client record in accordance with department policy.
  • Document the nutrition care plan and follow-up contacts appropriately.
  • Interview clients to gather demographic information, determine income eligibility and enter information into the FL-WISE system.
  • Provide and review with clients required program handout materials.
  • Responsible for obtaining WIC client’s height, weight and hemoglobin for certification and recertification as needed.
  • Comply with bio-hazardous waste policy.
  • Keep current with any laboratory policy changes and communicates information with supervisor for clarity.
  • Update FL-Wise records to reflect the proper documentation and collection of income, residency, proof of identity and other certification data.
  • Assess the immunization status of WIC program infants and children.
  • Document findings in FLWISE and refer as appropriate.
  • Triage clients to determine the client service needs (greet clients, introduce her/himself, verify appointment type, browse clients for services required and route the client for the correct service needed).
  • Provide and instruct clients to complete Voter’s Registration forms.
  • Report all participant and vendor complaints concerning program abuse as assigned and conducts follow-up activities.
  • Assist with the training of new employees on the FL-WiSE system.
  • Conduct client surveys and customer service data collection and analysis.
  • Assist with audit preparation and other quality improvement initiatives.
  • Conduct outreach visits to other appropriate agencies, offices and organizations to describe the benefits of the WIC Program, eligibility requirements and service locations.
  • Participate in health fairs and provides nutrition information as needed.
  • Plan, develop, and conduct education classes for the community. This includes presentations and speaking engagements in numerous settings such as schools, community agencies and organizations, churches and faith-based organizations, health fairs, and corporations.
  • Attend mandatory and scheduled trainings.
  • Accurate and timely submission of Employee Activity Record (EARS), time records, travel logs, monthly report of activities and other reports are submitted to the NCDP Administrative Office.
  • Answer telephones, filing and performs travel in relation to above duties and for professional development.
  • Participate in the Florida Department of Health in Duval County – Nutrition and Chronic Disease Prevention Disaster Plan as required.
  • Performs other related duties as assigned.
