About The Position

Reporting to the Director, supervises staff; directs, oversees and administers programs and operations within the Nutrition Department; provides leadership and direction to sponsoring entities throughout the state; serves as a liaison between Agency departments and outside sponsoring and professional entities. Duties and Responsibilities: Develops, coordinates, and assigns the on-site and office monitoring schedules and timelines related to the completion of cyclical monitoring activities for the Child Nutrition Programs. Directs the work of the peer review teams, including evaluating the performance of staff and the quality of the reviews and ensures reviews are conducted consistently, efficiently, and effectively to meet USDA requirements and Agency standards. Oversees the compliance module for the review portion of the Child Nutrition System to ensure consistency of data, compliance with USDA requirements, and to improve the effectiveness and efficiency of conducting reviews. Coordinates updates and development of new review requirements and processes with program and technology staff. Collects and analyzes data and compiles management reports to evaluate the efficiency of program monitoring. Supervises staff. Assists in mentoring and training new employees. Plans, assigns/reassigns, prioritizes, and reviews work assignments. Approves/denies use of benefit time. Establishes annual goals and objectives. Completes and signs performance evaluations. Provides technical guidance and direction. Counsels staff; presents documentation of just cause for disciplinary action to the Director of Human Resources. Interprets Federal and State regulations, policy memos, and guidance for program administration and local administrators. Develops policies and procedures for program monitoring. Serves as a liaison to Agency staff, local educational agencies and program administrators concerning compliance issues related to state and federal Child Nutrition Programs. Performs other duties as assigned.

Requirements

  • Masters degree in Accounting, Business Administration, Nutrition, or, a Bachelors degree in one of these areas plus two years of relevant professional experience with school Child Nutrition Programs. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Two years of experience within the last five years in compliance monitoring, administration of Federal, State, or local Child Nutrition Programs, or relevant experience in Federal program audits.
  • Comprehensive knowledge of and demonstrated ability in compliance monitoring, auditing, business administration, or nutrition program administration.
  • Working knowledge of Federal and State laws and regulations.
  • Ability to exercise judgement and discretion in developing, implementing and interpreting Agency procedures.
  • Ability to solve complex problems.
  • Knowledge of information systems and database applications.
  • Ability to communicate clearly orally and in writing.
  • Ability to lead cross departmental projects.
  • Effectively manage timelines.
  • A valid Illinois drivers license and the ability to travel is required.
