About The Position

We have multiple openings for a Nuclear Procurement Engineer, responsible for evaluating and procuring equipment, parts, and components to support the ongoing operation, maintenance, and upgrade of nuclear facility structures, systems, and components. The scope of work will also include evaluation and procurement of services for the design, maintenance, and construction of systems and structures which are critical to nuclear safety. This position will report programmatically to the Operations Engineering Lead in the Superblock. This position is in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate. Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will Develop, review, and issue nuclear procurement Technical Evaluation and Commercial Grade Dedication (CGD) packages and test plans in accordance with the LLNL CGD Program. This includes the use of Failure Modes and Effects Analysis (FMEA) and identification of critical characteristics. Conduct technical tasks in the development of procurement packages that include statements of work, subcontractor submittal requirements, technical and quality assurance requirements, acceptance testing and receipt inspection requirements, security-related requirements and environmental, safety and health requirements. Conduct on-site audits and remote administrative reviews of suppliers to assess their quality management systems and processes, including verifying the implementation of and consistent adherence to standard requirements and assembly processes, determining and providing necessary process improvements, identifying and mitigating risks, and ensuring progress on assembly of complex equipment. Represent the organization as a procurement engineering representative and partner with members on Integrated Project Teams (IPTs) for multiple LLNL capital projects. Perform other duties as assigned Additional job responsibilities, at the TSS.3 level Determine, direct, and support integrated team activities related to procurement engineering to support the overall project requirements, including technical quality, cost, and schedule. Contribute to selection of material suppliers and services for our nuclear Evaluated Supplier List. Utilize independent judgment, discretion, and considerable latitude to negotiate and resolve diverse and highly complex project/program requirements. Provide leadership and advanced knowledge in Procurement Engineering for project teams. Serve as the customer interface for all Commercial Grade Dedication activities. Identify, assess, and implement process improvements for achieving increased efficiency and ensuring compliance to quality requirements across the program.

Requirements

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s degree in engineering or related technical area or the equivalent combination of education and related technical experience.
  • Comprehensive experience and knowledge in the implementation of quality assurance requirements with emphasis on procurement, design, control of items, material traceability, records, shipping & handling, test & inspection control, and special processes.
  • Ability to clearly articulate, effectively interpret, and ensure procurement documentation meets established requirements.
  • Comprehensive experience, knowledge, and demonstrated skills with Quality Assurance/Quality Control (QA/QC) documentation approaches and practices, including preparing, reviewing, and approving technical documents that support procurement actions, as well as installation instructions, verifications, acceptance, and testing documents.
  • Proficient communication, facilitation, collaboration, and interpersonal skills necessary to effectively present, explain, and provide assessments and advice to senior management and external sponsors.
  • Knowledge of and experience using Codes and Standards such as: ASME, AWS, UL, NEMA, ASTM material Standards (Materials, chemical analysis methods, welding, leak testing, pressure testing), NRC and DOE Commercial Grade Dedication documents, IEEE 323 and 344).
  • Significant experience and demonstrated success in balancing, prioritizing, and managing multiple concurrent tasks to meet project schedule demands and management direction.
  • Demonstrated ability, skills, and experience to effectively build consensus and influence management, external sponsors, regulators, reviewers, and stakeholders.
  • Advanced knowledge in engineering principles, safety basis design & appropriate standards, and administrative practices as applied to Department of Energy (DOE) high hazard nuclear facilities.
  • Advanced knowledge of engineering concepts including single failure criteria, common mode vs. common cause failures, and failure modes and effects analysis.

Nice To Haves

  • Previous experience with the procurement and dedication of items to ASME NQA-1 or an equivalent standard such as ISO 9001/13485.
  • Experience at a DOE facility, commercial Nuclear Power Plant, or Nuclear Construction Projects.
  • Knowledge of industry, regulatory or DOE nuclear complex codes, standards, and criteria pertinent to quality assurance and facility safety.
  • Familiarity with welding, non-destructive evaluation, and metallic & non-metallic materials.
  • Knowledge of DOE Documented Safety Analysis process and requirements.
