About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus. The Energy and Environment Directorate delivers science and technology solutions for the nation’s biggest energy and environmental challenges. Our more than 1,700 staff support the Department of Energy (DOE), delivering on key DOE mission areas including: modernizing our nation’s power grid to maintain a reliable, affordable, secure, and resilient electricity delivery infrastructure; research, development, validation, and effective utilization of renewable energy and efficiency technologies that improve the affordability, reliability, resiliency, and security of the American energy system; and resolving complex issues in nuclear science, energy, and environmental management. The Earth Systems Science Division, part of the Energy and Environment Directorate, provides leadership and solutions that advance Earth system opportunities for energy systems and national security. We are a multidisciplinary division connected by a shared commitment to innovate and collaborate towards solving complex problems in the dynamic Earth system.

Requirements

  • BS/BA and 11 years of relevant experience -OR-
  • MS/MA or higher and 9 years of relevant experience

Nice To Haves

  • 15 or more years of progressively responsible leadership, program leadership, or line management experience.
  • Experience with nuclear regulatory guidance and reviews, policy, and stakeholder engagement.
  • Extensive experience with the National Environmental Policy Act.
  • Extensive experience with the Nuclear Regulatory Commission regulations, including radioactive waste management, sealed source management, nuclear safety, and new reactor licensing.
  • A record of effective leadership and teamwork (interpersonal, oral, and written communication skills) in a complex scientific, technical, or policy organization and a demonstrated scientific vision and ability to collaborate across business units to build, maintain, and market capabilities.
  • Demonstrated leadership experience in area(s) of environmental assessment.
  • Demonstrated leadership with regulatory analysis and policy and/or guidance development with particular emphasis on nuclear fuels, irradiated materials, facilities, contaminants, and radioactive waste.
  • Demonstrated experience building collaborations within and across leading research organizations, national laboratories, universities, NGOs, and industrial partners.
  • Strong understanding of national and international nuclear policies, regulations, and planning frameworks.
  • Proven ability to create and execute national level strategy, identify and interact with key stakeholders, prepare program proposals, and generate future R&D or mission application directions.
  • Excellent interpersonal, written and oral skills; the ability to effectively lead interdisciplinary teams, and a strong orientation toward building and advancing technical capabilities and staff.

Responsibilities

  • Foster collaborations while communicating the Division’s capabilities and accomplishments with internal and external partners to advance the organization’s reputation.
  • Establish and maintain a culture of integrity, commitment to scientific and technical excellence, and delivery on commitments and operational effectiveness.
  • Assist with the creation and implementation of actionable regulatory guidance, policy, and assessment centric plans that coordinate with existing or future nuclear and nuclear waste sectors and division plans to enable PNNL to deliver cutting-edge solutions for Federal and International sponsors.
  • Inform and support business activities and interact with senior executives at sponsor locations and PNNL senior leadership to identify and shape future R&D opportunities, both within PNNL and across collaborators and industry.
  • Mentor and guide mid to senior level staff to develop their technical and leadership competencies.
