About The Position

Responsible for fleetwide configuration management and supervision of the assigned NSMV Training Ship’s Maintenance and Configuration while they are inport and dry-dock, including providing direction to all shipyard and repair vendor personnel engaged in vessel repairs. As a General Agent team member to MARAD, this person oversees changes, installation and repair of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical and electrical equipment in ships and marine facilities by performing the below main duties and responsibilities.

Requirements

Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
Ability to draft reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
Ability to apply advanced mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Bachelor's degree (B.S.) in Marine Engineering from a certified maritime academy or four-year college or university; three years of documented Port Engineer experience for large tonnage ocean- going vessels; and five years seagoing experience as a Chief Engineer or First Assistant Engineer, or a minimum of five years of ship repair experience with progressive responsibilities; or equivalent combination of education and experience.
Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation.
Intimate knowledge of various software programs, both shoreside and shipboard.
Medium work: Exerting up to fifty pounds of force occasionally, and/or up to twenty pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Visual requirement equal to that for clerical administrative whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, etc.

Responsibilities

Embrace and promote the onsite safety program as instituted by TOTE Services.
Coordinates long-term technical management of the NSMV Training Ship Fleet. Responsible to coordinate with ship operations while in ROS and will support Port Engineers and person in charge for dockside or dry-dock maintenance periods. Primarily responsible for lifecycle “documentation” for changes by vessel repair and maintenance. Coordinates with Training Ship Port Engineers, MARAD Surveyor/COR to execute the business plans.
Prepares estimates, engineering changes and long-term fiscal work plans for all NSMV vessels and submits to the Director of Ship Management and Vice President of Marine Operations Government/Commercial for finalization and presentation to the Owner
Serves as life cycle engineer for the NSMV fleet, works to maintain shipboard systems within the concepts of configuration management and knows the fleet differences for systems.
Understands the overall fleet demand for parts, review systems for obsolescence and the need for shore-based management and onboard sparing policies and capacities.
Coordinates fleetwide information and configuration details within TOTE Services and supports the Public Nautical School ship Program Manager and MARAD Surveyors. Serves as leading port engineer in charge of processing Engineering Changes and Retrofits. Helps plan and coordinate commercial services response for mechanical, electrical, hull and regulatory actions which lead to “fleet changes” in close alignment with the MARAD Surveyor and Vessel leadership.
Coordinates with MARAD Surveyor, Vessel Chief Engineer, and Captain to capture vessel repairs, and fleet spare parts requisitions. Negotiates prices and issues purchasing orders for replacement parts with outside vendors.
Assist the assigned Port Engineers for NSMV to support life-cycle conditions to provide the highest probability of success in activation and subsequent operation in support of national defense objectives.
Helps evaluate performance and operation of equipment during acceptance testing and shakedown cruises. Monitors and reports on sea trials and works with MARAD Surveyor and COR to establish arrangements for the correction of any deficiencies found
Attends assigned vessel concerning engineering condition and performance. Prepares repair, activation, and deactivation specifications, as required.
Supervises and approves prototypes, changes, and helps evaluate voyage repairs and maintenance
Reviews records of all annual, bi-annual, mid-terms, etc. inspections and surveys required by classification societies and government agencies. Helps ensure all vessels maintain similar certificates onboard and assists assigned Pes in the timely arrangement of vessel surveys.
Assures that USCG certification items are completed within NSE and works with assigned Port Engineers to ensure other regulatory body items are completed. Interfaces with local regulatory bodies to implement compliance with customer and government regulations.
Maintains and updates the NSE system as required.
Oversees all vendor or crew repair reports to equipment such as diesel engines, medium and low voltage ships electric power systems, heat exchangers, fire control and communication systems, piping and related fittings and valves to ensure no incidental configuration details (especially with voyage repairs) which can impact fleet readiness have occurred.
As necessary, coordinates proper lay-up and activation of critical equipment and systems with Government Marine Surveyors.
Helps director of ship management pull records of engineering performance and costs for vessels. Submit reports as required.
Reviews and approves vendor service agreements as established for water, power, sewer, internet, security, disposal, pollution control & response, cleaning, or other husbandry services.
Assures that ship safety and security services are properly maintained per service agreements.
May be asked to provide narrative support for annual performance evaluations for senior ship personnel.
Assists the Company in any necessary duties to achieve Company goals.
Performs other related duties as assigned.
