About The Position

Ripple Effect is seeking a Data Manager/SME to support the National Library of Medicine (NLM), a leader in biomedical research and data science. This role is for a recognized expert in biomedical informatics, machine learning, or natural language processing, who is adept at solving complex challenges in public health and scientific research. The successful candidate will lead interdisciplinary teams and translate cutting-edge research into scalable, impactful solutions for real-world healthcare and data science applications. The Data Manager/SME will serve as a senior-level technical advisor and thought leader, providing deep expertise in specialized domains critical to NLM's biomedical informatics, data science, and translational research initiatives. This individual will collaborate closely with multidisciplinary teams to guide the design, development, and evaluation of advanced computational systems and research methodologies. Requirements

  • Bachelors Degree
  • 6 years of relevant professional experience
  • Demonstrated expertise in NLP, ML/DL, image processing, high-performance computing, data visualization, or information retrieval
  • Proven track record of leading complex research or development projects in healthcare, life sciences, or public health
  • Experience with large-scale biomedical datasets, clinical data standards, and data integration techniques
  • Strong understanding of federal IT security and compliance frameworks (e.g., FISMA, FedRAMP)
  • Excellent communication skills with the ability to convey complex technical information to diverse audiences
  • Ability to pay attention to details

Responsibilities

  • Provide authoritative guidance in areas such as natural language processing (NLP), image processing, machine learning (ML), deep learning (DL), data mining, and biomedical informatics.
  • Lead the conceptualization and development of novel algorithms, models, and tools to support biomedical research and clinical data analysis.
  • Collaborate with NIH researchers and developers to design and implement advanced research studies and technology solutions.
  • Contribute to the development of AI-driven applications, including those for clinical decision support, data harmonization, and knowledge extraction from unstructured data.
  • Advise on the design of secure, scalable, and interoperable system architectures that integrate with existing NIH/NLM infrastructure.
  • Support the integration of open-source and commercial technologies into research workflows and data pipelines.
  • Conduct rigorous evaluations of computational models and systems, including performance benchmarking, usability testing, and validation studies.
  • Analyze large-scale biomedical datasets using statistical and computational methods to derive actionable insights.
  • Mentor junior staff and contribute to workforce development through training, documentation, and knowledge sharing.
  • Serve as a liaison between technical teams and program stakeholders, translating complex technical concepts into actionable strategies.
  • Participate in strategic planning sessions to align technical solutions with NLM’s mission and long-term goals.
  • Provide expert input on emerging technologies, standards, and best practices relevant to biomedical computing and data science.
