The Immigrant and Refugee Community Organization (IRCO) is a non-profit organization established in 1976 to serve immigrants, refugees, and the broader community in Portland, Oregon. The New Arrival Case Manager position will be responsible for providing essential case management support to new arrival individuals and families so that they can adjust to a new life in the U.S. The Case Manager will provide a listening, supportive presence to IRCO clients, help them navigate community resources, advocate on their behalf with service providers as needed and connect clients with community to support, establish, and maintain self-sufficiency in their own lives. The Case Manager will engage in outreach and community engagement to ensure communities and clients have knowledge of and access to our programs. Reporting to IRCO’s New Arrival Coordinator, this position will be based in one of IRCO’s offices to provide community specific services.

Requirements

  • Fluency in English and a 2nd language commonly spoken by immigrants and refugees required. (Dari, Pashto, Ukrainian, Rohingya preferred)
  • Must be able to pass extensive Background Check
  • Must possess a valid driver’s license and verification of current auto-insurance and have full use of automobile during work hours
  • Experience working with refugee and immigrant communities, particularly new arrivals
  • Experience with case management and resource referral
  • Experience working with individuals and families navigating daily tasks
  • Ability to discuss sensitive topics (e.g. physical health, trauma, mental health, financial insecurity, food insecurity) with care and respect
  • Experience communicating with individuals with various backgrounds, community focused alignments, community traditions, and income and opportunity status
  • Demonstrated ability to work effectively independently and as part of a team
  • Strong computer skills including proficiency in the use of Microsoft programs and applications
  • Strong communication skills in a multilingual, multi-background organization
  • Strong ability to work with multi-background staff in a team setting
  • Ability to function in a positive manner in a demanding work environment, to demonstrate a high degree of flexibility, to respond to priorities and schedules that change frequently, and to meet commitments

Responsibilities

  • Provide pre-planning for new arrivals including connection to housing programs, airport pick up coordination and preparing case files
  • Provide welcome service including welcoming at airport, 1st home visit and all initial paperwork and referrals
  • Complete intake of clients to screen for eligibility and complete all intake paperwork
  • Obtain all required information for eligibility and enter documentation into case files and program reports as required, including releases of information, assessments and eligibility documentation
  • Provide a strengths-based approach in service planning and case note documentation
  • Maintain impeccable electronic and paper files as required
  • Support enrollment in necessary or supportive government programs (e.g. social security, TANF, SNAP, WIC, Medicaid, etc.)
  • Support navigation and advocacy with various essential health and social services and resources (e.g., access to food, housing support, accessing primary care provider, behavioral health supports, connections with youth programs or schools etc.)
  • When relevant, we will welcome clients at the airport, assist in securing short or long term housing, ensuring access to adequate and culturally appropriate food and school enrollment
  • Meet with clients in their homes as well as in community locations as needed
  • Track individual’s participation and other program metrics in relevant tracking and reporting documents
  • Engage in outreach in the community to provide knowledge of and access to the program for eligible clients
  • Support clients transportation needs by supporting access to public transportation or arranging medical transportation as needed and available
  • Make referrals as needed to both internal IRCO programs or external partners to meet clients needs as they are expressed
  • Participate in case reviews with other team members and coordinate connections with community resources, as necessary
  • Complete all required closing documentation at case closure
  • Participate in staff meetings, trainings, committees, and other Community Health and Wellness activities to support the sector and agency’s goals
  • Other duties and responsibilities may be assigned
