About The Position

Seeking an experienced Network Operations Engineer to support 24/7 monitoring, provisioning, and operational stability of the telecommunications and SCADA-dependent systems that enable safe, reliable operations of a carrier class network. This role requires strong experience in telecommunications transport systems, microwave networks, RF systems, fiber infrastructure, and IP networking. Experience with Turin transport platforms, TransNAV network management, NEC long-haul microwave, and Kratos/SATCOM monitoring systems is highly desirable. The Network Operations Engineer functions as a critical part of the Operations Control Center (OCC) / Network Operations Center (NOC) environment, ensuring continuous situational awareness and rapid response for network communications, safety systems, and operational technology networks.

Requirements

  • 3–7+ years of experience in telecommunications, network operations, RF or microwave engineering, or similar infrastructure roles.
  • Hands-on experience with at least one of the following (preferably multiple): Turin transport systems (TCC, OMS, EMS) TransNAV or similar NMS for pipeline/utility networks NEC Microwave LHC networks Kratos SATCOM/earth station monitoring
  • Strong understanding of IP networking, routing/switching, VLANs, QoS, and LAN/WAN troubleshooting.
  • Experience with fiber optic testing (OTDR, power meter), RF measurements, and multiplexing systems.
  • Ability to interpret complex network diagrams, engineering drawings, and technical documentation.
  • Strong critical thinking skills and the ability to work independently in time-sensitive, high-reliability environments.
  • Ability to work rotating shifts (24/7 NOC operations), extended hours, nights, weekends, and on-call requirements.
  • Valid Driver’s License; ability to travel to remote pipeline locations when required.
  • Ability to pass pre-employment screening and comply with drug and safety requirements.
  • Must be able to obtain a TWIC card within 3 months of employment.

  • FCC General Radiotelephone Operator License (GROL) or ability to obtain within 12 months is a plus.

Responsibilities

  • Monitor enterprise communications networks including microwave backbone, fiber optic transport, multiplexing systems, and RF assets via NMS platforms such as TransNAV, Turin EMS, Kratos CMS, and internal monitoring tools.
  • Detect, triage, and escalate alarms affecting TAPS operations, SCADA, Control Center systems, VSAT/LEO/SATCOM, voice systems, or remote site connectivity.
  • Maintain real-time situational awareness of network health, environmental impacts, and communications impairments across the network.
  • Perform network provisioning on Turin transport gear, multiplexers, DWDM/SONET circuits, and IP/MPLS devices supporting operational traffic.
  • Configure microwave paths, capacity changes, protection switching, and performance monitoring parameters.
  • Execute planned maintenance windows, circuit cutovers, and activation of new network services per engineering standards.
  • Maintain accurate provisioning documentation, configuration records, and change-control logs.
  • Diagnose faults on microwave radio systems, circuits, VHF/RF systems, and multiplexing equipment using spectrum analyzers, power meters, and other diagnostic tools.
  • Work with field technicians, engineers, and OCC to coordinate remote troubleshooting, dispatch activities, or emergency repair operations.
  • Identify chronic or recurring issues and work with engineering teams on root cause analysis and permanent corrective actions.
  • Operate and interpret network performance via Turin EMS, TransNAV, and Kratos platforms for SATCOM and RF signal integrity.
  • Support legacy and modern multiplexing systems used for voice, data, control circuits, and failover paths throughout the network.
  • Support cybersecurity event triage by monitoring network anomalies, unauthorized changes, or system degradations.
  • Participate in scheduled preventative maintenance activities, verifying health/performance of backbone circuits, node equipment, and communication assets.
  • Review and update system diagrams, SOPs, runbooks, and troubleshooting guides.
  • Provide shift-handover reporting, daily status summaries, and incident documentation.
  • Serve as the central coordination point for field teams at remote sites.
  • Communicate clearly during network events, outages, and safety-critical operations.
  • Support engineering and operations teams in planning upgrades, migrations, and system modernization initiatives.
