About The Position

The purpose of this job is to oversee the operations of the electric transmission and distribution system control room for the City's portion of the interconnected Bulk Electric System (BES). This includes supervising staff responsible for ensuring system reliability and maintaining compliance with North American Electric Reliability Corporation (NERC) standards.

Requirements

  • Bachelor's Degree in Mechanical or Electrical Engineering, Power Production education, or a related field.
  • 7 - 9 years of experience in Bulk Electric System operation.
  • NERC Certified System Operator certification at the Reliability Authority or Balancing, Interchange, and Transmission Operator required.
  • Knowledge of BES operations and interconnection practices.
  • Knowledge of Federal Energy Regulatory Commission (FERC), Southeastern Electric Reliability Council (SERC), North American Reliability Corporation (NERC), and Midcontinent Independent System Operator (MISO) rules, policies, and regulations.
  • Knowledge of Principles and practices of electric power production, distribution, and transmission system operations.
  • Knowledge of Emergency Response Procedures and Operational Risk Management for Utility Systems.
  • Knowledge of Business and management principles involved in strategic planning, resource allocation, and/or production methods.
  • Knowledge of Managerial best practices and methods.
  • Knowledge of General office practices, administrative procedures, and records management.
  • Skill in Communicating effectively, both verbally and in writing, to meet the needs of the audience.
  • Skill in Interpreting and applying complex regulatory and technical information.
  • Skill in Delivering clear, concise training and technical instruction.
  • Skill in Managing access controls and user credentials for secure portals and systems.
  • Skill in Maintaining attention to detail.
  • Skill in Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action.
  • Skill in Developing and maintaining effective working relationships.
  • Ability to Develop short-term and long-term planning recommendations for the City's power supply and its portion of the BES.
  • Ability to Maintain compliance with all applicable standards.

  • Ability to Apply logic and reasoning to evaluate the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Responsibilities

  • Oversees the operation of the electric transmission and distribution system control room for the City's portion of the interconnected BES.
  • Monitors Midcontinent Independent System Operator (MISO) market conditions, electric load projects, and other factors to provide recommendations to maximize the value of the City's power production portfolio.
  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
  • Oversees NERC compliance activities to ensure ongoing adherence to regulatory requirements.
  • Serves as the electric operations Local Security Administrator, managing access and user credentials on multiple external entity web portals.
  • Develops and delivers training.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.
