About The Position

These positions will address both issues of quality and accessibility of the target populations, in the strategy development phase, evidence-based strategies with known efficacy, and in particular, proven effectiveness for the target populations. The fellow works alongside Council leadership and staff to implement strategies, the fellow will support fidelity of implementation and ensure that those target populations are able to access the implemented strategies in a way that is relevant for their context and/or specific needs and provides quality outcomes. The fellow will prepare an annual progress report provided to the Governor. The fellow will identify the accompanying measures of quality for each goal. Positions’ responsibilities will include coordination with employers, industry associations, and education partners to revise the criteria used to determine which credentials are included on the list. This position would work to update and align the credential application process with the Advisory Council’s strategic goals. This position would also develop a system for the Council to regularly review the credentials and manage the preparation and organization of all credential application materials and supporting documents and maintain the cloud-based storage system of these materials. The position would collaborate with LEAD to further integrate the approved credentials into NCcareers.org. The position would additionally support the creation of “one list” of approved credentials to be shared with the NC Community College System, the Department of Public Instruction, and the Department of Commerce. Lastly, the position would develop outreach campaigns for trade associations, employers, and education and workforce partners to utilize the credentials list. About the Division of Workforce Solutions: The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. The success of North Carolina’s workforce development system depends on a coordinated effort among employers, educators, training and placement service providers, economic developers, and government. The NCWorks Commission helps provide this coordination by overseeing the state’s workforce development system, developing policy, and advising the Governor, General Assembly, state and local agencies, and businesses on how to strengthen the state’s workforce. This work focuses on how to help people get the education and training they need to access good jobs and how to help business find the talent they need to be successful. Governor Josh Stein signed Executive Order (EO) No. 11 establishing the Governor’s Council on Workforce and Apprenticeships (“the Council”) including representation from industry, government, and education. The EO directed the Council to develop strategic, quantifiable goals along with relevant strategies designed to meaningfully and holistically grow and prepare North Carolina’s workforce development efforts over the next four years. To support the development of evidence-based strategies for each goal of Governor Stein’s Council on Workforce and Apprenticeships, and future implementation of these strategies, this position will expand the Council staff’s capacity and will serve as staff to the NCWorks Commission over a two-year limited period.

Requirements

  • Understanding of workforce and economic development, and/or federal laws governing workforce development, and/or North Carolina state government.
  • Public Policy and Administration Familiarity with policy development, implementation processes, and interagency collaboration.
  • Education and Training Systems Knowledge of postsecondary education, Career & Technical Education (CTE), dual enrollment, and credentialing pathways.
  • Labor Market and Economic Trends Ability to interpret labor market data, employer demand, and regional workforce needs.
  • Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to workforce development, economic development, education or similar program areas, or an equivalent combination of training and experience.
