About The Position

Fluor is seeking an experienced Project Manager (PM) to manage a U.S. Government national security program focused on international capacity building and regional training activities in Southeast Asia. This role is responsible for end-to-end task order execution, customer and subcontractor coordination, and delivery of complex international training, assessment, and engagement activities that align with task order objectives. The PM serves as the single point of accountability for assigned task orders, ensuring technical, schedule, cost, and quality performance while operating in a dynamic overseas environment with multiple U.S. Government, interagency, and partner-nation stakeholders.

Requirements

  • Bachelor’s degree in engineering, international relations, security studies, or a related field (Master’s preferred)
  • 8+ years of project or program management experience supporting U.S. Government national security, defense, or international assistance programs
  • Demonstrated experience managing overseas or OCONUS projects, preferably in Southeast Asia or the Indo-Pacific region
  • Experience delivering training, assessments, or capacity-building programs related to CBRN, WMD, chemical security, or emergency response
  • Strong understanding of cost-reimbursable government contracts and task order execution.
  • Strong organizational and communication skills with proven ability to manage multiple stakeholders, subcontractors, and SMEs in complex environments
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Up to 30–50% international travel, including short-notice deployments

Nice To Haves

  • 5+ years of experience leading/supporting DTRA CTR efforts
  • Familiarity with training lifecycle models (ADDIE), HSEEP exercises, and international engagement frameworks
  • PMP certification or equivalent
  • Experience working with foreign ministries, laboratories, law enforcement, or regulatory agencies
  • Active Secret clearance

Responsibilities

  • Plan, execute, and control task orders supporting chemical security training, assessments, workshops, and exercises in the Indo-Pacific region
  • Serve as primary interface with the U.S. Government COR and Fluor Program Management Office (PMO)
  • Develop and maintain project CDRLs including Project Management Plans, WBS, Training Implementation & Management Plans, schedules, and execution roadmaps
  • Manage task order budgets, forecasts, EVMS metrics, and cost controls in accordance with Fluor and contract requirements
  • Lead multidisciplinary teams delivering: Training Needs Analyses (TNA) and capability assessments Curriculum and training material development In-country and regional training events, workshops, and exercises SOP and CONOPS development activities
  • Coordinate logistics, travel, security, and in-country execution in compliance with U.S. Government and host-nation requirements
  • Ensure alignment with U.S. Government training program domains and partner-specific objectives
  • Coordinate with U.S. Embassies, interagency partners, host-nation ministries, and international stakeholders
  • Manage subcontractors and subject matter experts, ensuring clearly defined scope, deliverables, and performance standards
  • Support partner-nation engagement in culturally and politically sensitive environments
  • Identify and manage program risks, issues, and dependencies; develop and implement mitigation strategies
  • Ensure compliance with ITAR/EAR, Foreign Tax Relief, Leahy Vetting, and CTR property and logistics requirements
  • Oversee quality assurance and reporting, including monthly status reports, deliverables, and performance metrics
  • Mentor project staff and support workforce planning and surge requirements
  • Capture lessons learned and best practices to improve future task execution
  • Support proposal development, transition planning, and ramp-up activities as required
