About The Position

The Multinational (MN) Specialist provides subject matter expertise and staff support to the Joint Multinational Readiness Center (JMRC) Operations Group (OPSGRP) located at Hohenfels, Germany. JMRC’s mission is to train Multinational Interoperability to US, NATO, and partner nation forces up to the Brigade level in an extended Live, Virtual, and Constructive Decisive Action Training Environment. JMRC supports the US Army Europe theater security cooperation plan through planning and participation in NATO and U.S. Army Europe exercise programs. The Multinational Specialist III provides both long range and daily support for the coordination and planning of multinational training at the JMRC. The contractor liaises and coordinates with Senior Military Professionals from U.S. and Multinational forces, often at higher headquarters and Embassy level, to facilitate the planning, analysis, integration and execution of training objectives into JMRC training exercises. The Multinational Specialist receives and develops Consolidated Funding Requests (CFR) and works training/exercise funding coordination processes that support Military to Military (M2M) events. The Multinational Specialist synchronizes M2M training events at JMRC with OPSGRP, Hohenfels PMO, customs, the U.S. embassy in Berlin and the Theater Security Cooperation office at UR. Performs analysis, develops plans, and facilitates implementation. The Multinational Specialist researches, collects and analyzes data and develops products resulting from data analysis. The Multinational Specialist III supports and coordinates a broad range of efforts related to multinational training related to JMRC.

Requirements

  • Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience.
  • Possess the level of communication skills required to authoritatively and efficiently brief military and civilian leadership via written products or presentations.
  • Is proficient in MS PowerPoint, Excel, and Word.
  • Possess excellent oral and written communication skills with the ability to write clear and concise reports and memoranda.
  • Possess a U.S. Secret clearance.

Nice To Haves

  • Experience in planning, designing and executing NATO, Army, Joint or coalition training and mission-rehearsal exercise programs.
  • Experience coordinating with exercise planners and participants from COCOMs and components; supporting command, staff, and other multinational entities to support scenarios that foster interoperability.
  • Experience with developing, analyzing, and/or making informed recommendations about exercise scenario assumptions; strong relationship-developing skills; and experience integrating multinational entities into a comprehensive and integrated exercise.

Responsibilities

  • Coordinates, plans, schedules, synchronizes multi-National (MN) training activities at JMRC to include reception, integration, sponsorship and departure of MN units.
  • Reviews and recommends changes to processes, programs and procedures to better facilitate MN training at JMRC.
  • Augments the JMRC-OPSGRP staff in support of the JMRC Operations Officer regarding MN training activity coordination.
  • Coordinates MN unit arrival /departure and integration, country clearances, Observer Coach Team Sponsorship, MN Distinguished Visitors and other MN support activities.
  • Liaises with foreign embassies to ensure that Multinational participants are aware of the requirements necessary for participants to successfully attend and complete JMRC training exercises.
  • Participates in Combined Training Conferences to track and advise the JMRC on Multinational participation in upcoming events.
  • Maintains all MN training related information and training documents and maintains the JMRC rotational archives related to multi-national training.
  • Coordinates MN unit arrival /departure and integration, country clearances, Observer Coach Team Sponsorship, MN Distinguished Visitors and other MN support activities.
  • Liaises with foreign embassies to ensure that Multinational participants are aware of the requirements necessary for participants to successfully attend and complete JMRC training exercises.
  • Participates in Combined Training Conferences to track and advise the JMRC on Multinational participation in upcoming events.
