About The Position

The primary purpose of the position is to assist in the data collection and reporting requirements of Title III at the state level and provide leadership for the development, enhancement, assessment, and maintenance of standards implementation at the K-12 level with special emphasis on English language development for the purpose of improving instruction and raising performance outcomes of students identified as English learners in North Carolina’s public schools. The consultant will strengthen English Language Development and/or Title III by providing leadership in making recommendations for policy, program, and fiscal operations as appropriate to the needs of Multilingual Learner/Title III programs. The consultant may provide assistance to provide support to inform state and federal initiatives as they affect English learners or multilingual learners. The consultant is expected to provide expertise on research and current instructional practices impacting multilingual learners. This position currently qualifies for a hybrid telework option with routine office and remote workdays. Telework options are subject to change at the discretion of management.

Requirements

  • Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.

Responsibilities

  • Responsible for overseeing, at the state level, data on students identified as English Learner (EL).
  • Generate and implement schedules and procedures for all Title III data collections with approval from Multilingual Learner/Title III consultants and section chief.
  • Collaborate knowledgeably and effectively with NCDPI Staff, WIDA Staff, LEA and Charter School EL Coordinators/Directors, school data entry staff, Testing Directors and other stakeholders to ensure the quality and validity of data.
  • Conduct data quality checks and establish ongoing procedures to ensure data quality, to include generating and implementing schedules and processes for Title III data collections, such as timeline of data processes and using tracking processes.
  • Responsible for ensuring that the administration, implementation, monitoring, data collection, and reporting of Title III, Part A (Language Acquisition) requirements of ESEA are met.
  • Contribute to the development of professional development and instructional modules and/or support materials and resources designed to implement the Standard Course of Study and raise performance outcomes in all content areas for students identified as English learners.
