About The Position

The Multilingual Instructional Specialist is a strategic leadership role dedicated to ensuring the academic and linguistic success of emergent bilingual (EB) students. This position bridges the gap between state compliance and classroom excellence. The Multilingual Instructional Specialist will be responsible for designing district-wide systems, developing educators in content-based language instruction (CBLI), and overseeing the LPAC (Language Proficiency Assessment Committee) process to ensure every student receives the support they are legally and pedagogically entitled to.

Requirements

  • Education: Bachelor’s Degree required (Master’s in ESL, Bilingual Education, or Educational Leadership preferred).
  • Certification: Valid State Teaching Certification with Bilingual or ESL endorsement.
  • Experience: Proven track record of improving outcomes for emergent bilingual students; experience leading LPAC processes or district-level multilingual initiatives.
  • Skills: Deep knowledge of state and federal regulations (Title III), fluency in data analysis, and the ability to coach adult learners.

Responsibilities

  • Strategic Planning & Program Design ● Systems Development: Design and implement comprehensive strategic plans, procedures, and protocols to support EB students across the district.
  • District Resources: Author and maintain the district Multilingual Handbook; design the Bilingual Education (BE)/ESL summer school programs.
  • Professional Growth: Create a year-long professional development (PD) roadmap focused on multilingual best practices.
  • Funding Oversight: Collaborate on the strategic allocation of BEA Funds, specifically for teacher development and certification support.
  • Instructional Leadership & Staff Training ● Coaching & Pedagogy: Provide hands-on coaching and professional learning for teachers regarding language development and content-based instruction.
  • Instructional Quality: Develop look-fors and feedback loops for instructional rounds to ensure best linguistic practices are utilized across all grade levels.
  • Specialized Training: Facilitate district-wide training for: ○ LPAC Chairs and Coordinators (BOY, MOY, EOY cycles). ○ English Language Proficiency Standards (ELPS) implementation. ○ ELD Blocks and supplemental software (e.g., Summit K12). ○ IOWA and Pre-LAS/LAS Link assessment proctoring.
  • Compliance Monitoring & Data Results ● LPAC Management: Lead and manage district-level LPAC activities; ensure campus coordinators maintain meticulous documentation, including parent permissions and SIMS coding.
  • State Reporting: Complete state BE Exceptions and ESL Waiver forms; ensure teacher certifications align with state assignments.
  • Progress Monitoring: Generate campus and district data reports; spot-check newly enrolled EB files for compliance and historical documentation.
  • Accountability: Ensure linguistic accommodations are not only provided in the classroom but are accurately documented for state testing.
  • Operations & Resource Management ● Assessment Logistics: Manage the ordering of Pre-LAS, LAS Link, and IOWA test kits; manage DRC accounts and training access for administrators.
  • Technical Support: Partner with the District Testing Coordinator (DTC) for ELD block platform rostering and technology needs for state assessments.
  • Materials Distribution: Ensure campuses are equipped with essential tools, including bilingual dictionaries, headphones, and graphic organizers.
  • Stakeholder Collaboration ● Family Engagement: Partner with the Family Engagement Specialist to implement Title III Parent, Family, and Community events.
  • Cross-Functional Teams: Collaborate with ARD committees, Campus Testing Coordinators (CTCs), and external partners like Region 4 ESC to ensure a holistic approach to student support.
  • Communication: Provide campus leadership with templates and timelines for parent notifications regarding progress, reclassification, and program exit.
  • Perform other duties as assigned.
