About The Position

As Flock Safety continues to scale, we are strategically expanding our internal construction capabilities to reduce reliance on external vendors and drive operational efficiency. We are seeking additional multi-state General Contractors to serve as qualifying agents and primary construction subject matter experts, expanding our in-house licensing portfolio and enabling Flock to self-perform complex installations that were previously outsourced. By holding and maintaining General Contractor licenses in key states, you will directly contribute to lowering deployment costs, improving installation quality, and shortening project timelines. You will partner with Legal, Field Operations, and Strategy teams to build a robust internal construction framework that supports our nationwide growth. This role may be structured as part-time, with an expected commitment of approximately 10-40 hours per week, depending on portfolio size.

Requirements

  • Active General Contractor License: Must hold an active commercial General Contractor license (or equivalent unlimited builder classification) in at least one US state.
  • Qualifying Agent Status: Must be willing and able to act as the legally qualifying individual (QI/QA) for Flock Safety on state and local licenses to enable self-performance of work.
  • Construction Code Expertise: Deep working knowledge of the International Building Code (IBC) and local amendments, specifically regarding structural foundations, wind load calculations, and right-of-way construction.
  • Cost Reduction Mindset: Proven experience shifting work from third-party GCs or subs to in-house teams where appropriate, with a track record of quantifiable cost savings and schedule improvements
  • Permitting Strategy: Ability to work with Permitting Teams to determine the proper path to permitting given varying state and local zoning and construction requirements.
  • Safety & Compliance: Directs safety programs for construction/civil work within operations and ensures proper safety precautions are followed by internal crews.
  • Travel: Ability to travel as needed to onboard, train, and quality-check installation teams.

  • Priority states: Strong preference for candidates who are licensed in, or willing to obtain licensure in, one or more of the following: Arkansas, New Mexico, North Dakota, Oregon, Utah, West Virginia. Flock will cover all reasonable fees for new applications, reciprocity, renewals, and required continuing education.

Responsibilities

  • Assess current use of third-party GCs and identify where Flock-held licenses and self-performance create the most value.
  • Begin the application or reciprocity process to serve as Flock’s qualifying agent in priority states.
  • Start reviewing and, where appropriate, signing permit applications to keep high-priority projects on track.
  • Finalize key state licenses, enabling Flock to directly hold and manage projects in those regions.
  • Establish clear guidelines for when and how your license and signature are used, including permit and documentation standards.
  • Act as primary signatory for permits in licensed markets, working with internal teams to unblock deployments.
  • Shift a meaningful portion of eligible work in licensed states from third-party vendors to internal teams, with measurable cost and schedule benefits.
  • Maintain a streamlined workflow for licenses, permits, and renewals that scales with Flock’s growth.
  • Serve as an ongoing technical and licensing advisor for new markets, complex scopes, and AHJ escalations across the U.S.
