About The Position

The MS4 Administrator is a senior professional position responsible for the overall administration, compliance, and implementation of the City's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Program. This position serves as the City's primary authority and point of contact for all MS4 regulatory matters and ensures full compliance with the City's MS4 Permit issued by the Florida Department of Environmental Protection (FDEP). The MS4 Administrator develops, implements, monitors, and updates the City's Stormwater Management Program (SWMP), supervises MS4 and stormwater inspection staff, coordinates interdepartmental and interagency compliance efforts, and represents the City during regulatory audits, inspections, and enforcement actions. The position plays a critical role in protecting public health, water quality, and the environment. Work is performed under the general direction of the Public Works Director / City Engineer and is carried out with significant independent judgment and initiative.

Requirements

  • Bachelor's degree in civil engineering, Environmental Engineering, Environmental Science, Biology, Natural Resources, Public Administration, or a related field is required. Master's degree is preferred.
  • Minimum of five (5) years of progressively responsible experience in stormwater management, environmental compliance, or MS4 program administration, with at least two (2) years in a supervisory or team lead role. Applicants with master's degree that have minimum of three (3) years of experience may be considered for the position.
  • Experience working with development permits, engineering documents, or public infrastructure projects.
  • Certified Floodplain Manager (CFM) certification, or ability to obtain one within 12 months.
  • APWA Certified Stormwater Manager (CSM) certification, or ability to obtain one within 12 months.
  • Florida Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification is required.
  • US EPA NPDES Certified Construction General Permit (CGP) Inspector certification, or ability to obtain one within 12 months.
  • Must possess a valid State of Florida driver's license.
  • An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

Nice To Haves

  • Professional Wetland Scientist (PWS) certification is preferred but not required.
  • Florida Association of Code Enforcement (F.A.C.E.) certification is preferred but not required.
  • Project Management Professional (PMP) Certification is desirable.

Responsibilities

  • Serves as the City's designated MS4 Program Manager and principal contact with FDEP, EPA, SJRWMD, and other regulatory agencies.
  • Administers and maintains compliance with the City's NPDES MS4 Permit, including all permit conditions, reporting requirements, and deadlines.
  • Develops, updates, and implements the City's Stormwater Management Program (SWMP) and associated Minimum Control Measures (MCMs).
  • Ensures compliance with all MS4 elements, including: Public Education and Outreach, Public Involvement and Participation, Illicit Discharge Detection and Elimination (IDDE), Construction Site Runoff Control, Post-Construction Stormwater Management, Pollution Prevention / Good Housekeeping for Municipal Operations.
  • Tracks regulatory changes and ensures timely incorporation of new state and federal requirements into City programs and ordinances.
  • Prepares, submits, and certifies annual MS4 reports, permit renewals, and required regulatory documentation.
  • Supervises, trains, and evaluates MS4/Stormwater Inspectors.
  • Oversees construction site, industrial, commercial, and municipal facility inspections related to MS4 compliance.
  • Establishes inspection protocols, standard operating procedures (SOPs), and enforcement response plans.
  • Oversees investigation of illicit discharges, illegal connections, and stormwater pollution complaints.
  • Coordinates enforcement actions, including notices of violation, corrective actions, and compliance tracking, in coordination with the City Attorney's Office as needed.
  • Reviews inspection reports, corrective action plans, and follow-up documentation to ensure timely resolution.
  • Develops and manages MS4 compliance schedules, tracking systems, and databases.
  • Maintains records of inspections, complaints, enforcement actions, training activities, and public outreach efforts.
  • Analyzes program performance metrics and recommends improvements to enhance compliance and operational efficiency.
  • Prepares technical memoranda, staff reports, and City Council agenda items related to MS4 compliance and stormwater policy.
  • Coordinates GIS mapping, asset inventories, and stormwater system data in support of permit requirements.
  • Coordinates MS4 compliance activities across Public Works, Development Engineering, Utilities, Planning, Building, Code Enforcement, Parks, and Fleet Operations.
  • Provides technical guidance to development review staff regarding post-construction stormwater requirements and long-term maintenance obligations.
  • Coordinates with developers, consultants, contractors, and property owners regarding MS4 compliance requirements.
  • Represents the City at regulatory meetings, workshops, audits, inspections, and public forums.
  • Develops and manages the MS4 program budget.
  • Assists in identifying and administering grants related to stormwater quality, watershed protection, and environmental compliance.
  • Tracks MS4 program costs and supports financial planning for compliance activities and capital improvements.
  • Oversees development and implementation of MS4 public education and outreach initiatives.
  • Ensures compliance with public involvement and participation requirements.
  • Coordinates staff training programs related to stormwater pollution prevention and MS4 compliance.
  • Responds to citizen inquiries, complaints, and requests for information related to stormwater quality and MS4 activities.
