About The Position

MPA Program Manager, Basler BT67 for Panama assumes responsibilities for the day-to-day operational management of all activities and functions within the Basler BT67 MPA at Albrook Airport (MPMG) or, when required, at other locations, as required, to accomplish mission operations. General responsibilities include: providing division program policies, procedures, and standards; providing administrative and operational oversight of all current and future programs in the division; management of current and new vendor relationships; determining site support levels and enhancements; providing input to program budgets; providing technical advice; submitting required and on-demand reports and trend analysis; and interfacing with the Prime Contractor, the US Government, Host Government and supported units as required. This position operates in a commercial and military aviation environment with regular interface between foreign and domestic political, government, and business leaders. The MPA Program Manager - Maritime Patrol Project in Pamana will work directly with clients/customers to ensure deliverables fall within the applicable scope and budget of AIRtec’s operations. He or she will coordinate with other departments to ensure all aspects of each program and/or project are compatible and will assist HR in hiring new talent as needed to fulfill project needs. The MPA Program Manager will develop project and/or program scopes and objectives and monitor all aspects of the project and/or program throughout the entire life cycle.

Requirements

  • Working knowledge of Microsoft Office and Microsoft Project.
  • Experienced in the Intelligence Cycle, ISR Targeting Cycle, and Processing Exploitation & Dissemination products.
  • Must be familiar with Manned and/or Unmanned ISR or MPA Operations, F3EAD, Targeting, Collection Management, HUMINT, SIGINT, IMINT collection, Processing Exploitation, and Dissemination.
  • Proven independent decision-making skills.
  • Extensive experience working in the SOUTHCOM PANAMA AOR.
  • Extensive experience as an Ops Officer, LNO, Crew Member and/or Project Manager.
  • US citizenship.
  • Must possess a current US passport.
  • Must possess an active security clearance at the Secret level or higher.
  • Ability to successfully pass a drug test.
  • Bachelor’s Degree in a related field with a minimum of 15 years of relevant project management experience; 10 years of experience may be substituted for Bachelor’s Degree.
  • Working knowledge of applicable FAA rules, regulations, and standards.
  • Extensive knowledge of aircraft modification, airworthiness, and supplemental type certificates (STCs).
  • Solid understanding of the policies and regulations of flight operations as directed by DCMA INST 8210.1C (AR 95-20), CONTRACTOR’S FLIGHT AND GROUND OPERATIONS.

  • Familiar with Foreign Internal Defense, Unconventional Warfare, Asymmetrical Warfare, Counter-Insurgency principles, Humanitarian and Stability Operations, joint and interagency doctrine, logistics, communications, and working with foreign and US military senior leaders.
  • Strong understanding of Cross-Cultural Communication (oral and written) and working with senior military staff.
  • Former Intelligence or Operations Officer, Warrant Officer, or NCO.
  • PMP Certification.
  • Experience with process improvement and inventory control.

  • Solid background in USG MPA, ISR, and Contract ISR Operations.
  • Good command of written and spoken English.

  • Develops a comprehensive program and/or project plan to be shared with clients as well as other staff members and track progress accordingly.
  • Meets budgetary objectives and makes adjustments to program and/or project constraints based on financial analysis.
  • Uses appropriate verification techniques to manage program and/or project scope, schedule, and costs changes.
  • Measures program and/or project performance using appropriate systems, tools, and techniques.
  • Reports and escalates issues to management as needed.
  • Manages the relationship with the client and all stakeholders.
  • Performs risk management to minimize program and/or project risks.
  • Establishes and maintains relationships with third parties/vendors.
  • Creates and maintains comprehensive program and/or project documentation.
