About The Position

POSITION SUMMARY: The goal of this position is to provide efficient and professional citizen assistance to the general public while collecting taxes, selling tags, and completing various forms. Employee must possess excellent communication and personal relation skills, and regularly performs general office duties for the department. Performs titling and registration duties and other specialized duties such as commercial vehicle registration, specialized plates, repossessions, disability placards, refunds and collects personal property and real estate taxes for the county. ESSENTIAL FUNCTIONS: 1. Advise customers regarding the rules for determining whether a vehicle needs registered as a Commercial Vehicle. Process commercial Vehicles in the separate stand-alone KCOVRS system. Determining factors include: the vehicle is used for commercial purposes, having a USDOT number, gross vehicle weight over 10,001 pounds, carry over 8 passengers, or carry hazardous material. Take into consideration the 9 exemptions that may apply. 2. Advise customers of the appropriate procedures and proper documentation needed for each independent situation, using comprehensive understanding of Kansas Motor Vehicle laws and Kansas Department of Revenue Rules and Regulations of Federal Customs Laws. 3. Analyze the legal documentation presented for titling and registering motor vehicles in each individual transaction involving simple or complex document review. Determine the authenticity and correctness of the documents before proceeding and collecting the appropriate fees. 4. Keep abreast of constantly changing State regulations and statutes. 5. Determine the proper tax situs, assign the proper tax code and classify each vehicle for registration. Determine whether military personnel registering their vehicles have the proper documentation to be exempt from personal property tax. 6. Renew Kansas Driver’s licenses. Responsible for administering routine driver’s license eye examinations, determining the applicant’s qualifications, collecting and processing of driver’s license application fees. Determine the proper documentation needed for each transaction according to Federal and State security regulations. Responsible for verifying the federally mandated (PDPS) Problem Driver Pointer System to ascertain if an applicant has a license issued from another state or is under suspension or revocation. 7. Calculate and collect personal property and real estate taxes including determining appropriate fees and interest at the correct times. This includes researching by name, address and legal description. Assists appraisers and real estate agencies requesting information regarding real estate and personal property tax, special assessments and delinquent taxes. 8. Assists customers in filling out protest forms, looking up values, levies, taxes and amounts. 9. Provides assistance to citizens, vendors and other parties such as the State of Kansas and other County Departments 10. Directs information to other departments if necessary and reviews documents for accuracy, completeness, and proper signatures. 11. Processes tag and title information for the public over the counter, through the mail and via web-tags. 12. Responds to routine inquiries in person and over the phone 13. Regular and dependable attendance is required. 14. Other related duties as necessary or appropriate as determined by the supervisor. 15. Ability to count cash accurately, process credit card transactions, make sure checks are written correctly. NOMINAL FUNCTIONS: 1. Open office each morning and secure all documents at night 2. Lienholder mailings 3. Antique motor vehicle billings 4. Process refunds on motor vehicle transactions 5. Process Web-Tags 6. Process lien releases 7. Process Disabled Placard transactions 8. Backup other jobs as assigned MARGINAL FUNCTIONS 1. Counts out the cash register, and secures daily receipts on a rotating basis with other office employees. 2. Performs mail duties. 3. Performs other duties as deemed necessary or assigned.

Requirements

  • A working knowledge of computers, typing, and word-processing are required.
  • Employee must be able to operate a cash register, calculators, photocopies, cash register, and Driver's License equipment including cameras, and eye exam equipment with a high level of accuracy.
  • Employee must possess excellent writing and oral communication skills, ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form, ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume, requires accuracy and a strong attention to detail.
  • The ability and willingness to learn quickly is also required.
  • A high school diploma, GED, or equivalent is required, and a technical degree or some college credit in a related field also preferred.
  • One to three years of similar or related experience is required.
  • Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months to one year of employment.
  • Successful completion of the MOVRS training for the motor vehicle titling and registration process through the Motor Vehicle Department.
  • Successful completion of Kansas Department of Revenue “Detecting Fraud Training” for Driver’s license.
  • Kansas Department of Revenue Title fraud training.
  • Compliance with Federal and State rules and regulations for Commercial Vehicle and US DOT rules.
  • Successful completion of KCOVRS training for registering commercial vehicles.
  • Must be fingerprinted and processed with the Kansas Bureau of Investigation for security purposes.
  • Training to be updated yearly.
  • Successful completion of MOVRS and KCOVRS training for motor vehicle titling and registration processes through the Kansas Motor Vehicle Department.
  • Successful completion of ATMM training for the accounting of motor vehicle transactions in MOVRS and KCOVRS through the Kansas Motor Vehicle Department
  • Successful completion of Driver’s License and Fraud Training through the Kansas Driver’s License Bureau
  • Must be fingerprinted and background check with the Kansas Bureau of Investigation for security purposes
  • All training is updated yearly
