About The Position

Under supervision from the Division Administrator, the Motor Vehicle Program Manager II oversees and manages the Nebraska Commercial Driver License (CDL) Program. This position serves as the subject matter expert for federal and state CDL requirements, provides program leadership and compliance oversight, and ensures effective implementation of federally mandated initiatives. Performs related work as required. Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Requirements

  • Bachelor’s degree in business administration, public administration, or a related field or two years of experience in one or more of the following areas: development of operational policies and procedures, interpretation of federal and state laws, or grant writing or grant administration.
  • Experience may substitute for education on a year for year basis.
  • Knowledge of departmental policies, rules, and regulations related to Driver Licensing Services Division operations; plans and contracts governing division functions; contract agreements; budget planning; and federal and state CDL compliance requirements.
  • Ability to plan, organize, direct, and review the work of professional and administrative staff; develop and implement policies and procedures; analyze the nature and scope of operational and regulatory issues and recommend effective solutions; plan, assign, and review the work of subordinate staff; and communicate effectively with federal partners, internal stakeholders, and external entities.

Responsibilities

  • Serves as the subject matter expert for the federally mandated Nebraska Commercial Driver License (CDL) Program, providing guidance and direction to divisional managers and staff regarding CDL legislation, rules, regulations, policies, and procedures.
  • Provides direct supervision and management of five direct reports, including one Motor Vehicle Program Manager I and four CDL Compliance Officers. Supervisory responsibilities include scheduling, interviewing, hiring, conducting performance evaluations, coaching, and discipline as necessary.
  • Provides indirect oversight and functional guidance to seven Administrative Technicians supporting CDL program operations.
  • Supervises, manages, and coordinates the activities of CDL Compliance Officers responsible for federally required overt and covert CDL skills audits of DMV third-party and CDL examiners, second-person CDL issuance document reviews, driver safety school biennial audits, and driver training school annual audits.
  • Reads, interprets, and applies federal legislation and promulgated federal rules related to the CDL Program and recommends policy or statutory changes necessary to maintain compliance with federal laws.
  • Conducts extensive research to answer complex regulatory questions and determines best practices for implementing federally mandated CDL initiatives.
  • Develops and executes implementation strategies for federal and state legislation impacting the CDL Program.
  • Works with DMV information technology staff, training coordinators, motor vehicle program managers, and administrators to develop and implement system changes affecting the CDL Program.
  • Acts as liaison to Nebraska third-party testers and examiners and oversees the Nebraska Third-Party CDL Program.
  • Serves as liaison to federal representatives during CDL compliance reviews, including preparation and submission of compliance review responses and updates through the Federal Motor Carrier Safety Administration database and participation in compliance review activities.
  • Research federal CDL grant opportunities; prepares grant applications, progress reports, requests for scope changes and extensions, and closeout reports; and submits all grant documentation through the federal electronic grant system.
  • Updates the Nebraska Manual for Commercial Driver’s Licensing and other CDL informational publications, drafts press releases, and coordinates updates to CDL-related content on the DMV website.
  • Represents the Agency at national and state conferences, seminars, and meetings to present and disseminate CDL program information as required.
