About The Position

The Virginia Department of Motor Vehicles (DMV) is seeking a dynamic and strategic leader to serve as the Motor Carrier Services Director. This senior leadership role provides vision, direction, and operational oversight for statewide motor carrier programs, ensuring compliance with state and federal regulations while delivering exceptional customer service. Requirements

  • Considerable knowledge of large-scale organizational functions related to the management of public service operations
  • Knowledge of motor carrier programs and operations generally, including considerable knowledge of one or more of the following specific programs: the International Registration Plan, the International Fuel Tax Agreement, the Performance and Registration Information Systems Management program, the Unified Carrier Registration program, the federal Heavy Vehicle Use Tax, operating requirements of for-hire passenger and property carriers, the EZ Fleet online vehicle titling service, the overload and oversize/overweight permit programs, and the tracking of citations for overweight and motor carrier violations
  • Considerable skill in the ability to manage and lead assigned personnel in the planning, directing and controlling of complex operational areas
  • Demonstrated ability to analyze, explain, and apply rules, regulations and statutes, and the motor vehicle laws of Virginia
  • Ability to advise and direct managers and professionals in their work.
  • Skill in managing stakeholder relationships and representing the organization at a senior level.

Responsibilities

  • Provide executive leadership for Motor Carrier Services programs, aligning operations with agency goals and statewide priorities
  • Establish strategic direction and lead the development and implementation of new initiatives, policies, and programs
  • Monitor and respond to legislative and regulatory changes impacting motor carrier operations (IRP, IFTA, UCR, and related programs)
  • Oversee daily operations to ensure efficiency, compliance, and high-quality service delivery
  • Lead performance management efforts, including coaching evaluations, and employee development
  • Implement process improvements, cost-saving strategies, and operational enhancements
  • Utilize data and performance metrics to drive decision-making and improve outcomes
  • Serve as a key representative of DMV with government officials, industry stakeholders and the public
  • Lead responses to complex customer issues, legislative inquiries, and stakeholder concerns
  • Build and maintain strong partnerships with internal and external stakeholders
  • Ensure compliance with all applicable laws, regulations, and interstate agreements
  • Analyze and interpret legislation and provide recommendations to executive leadership
  • Oversee system and data management related to Motor Carrier Services programs
