About The Position

This position is critical for the success of our division. Position has responsibility for the managing, planning, directing, coordinating, monitoring, and/or supervising the compliance and monitoring area withing School Business but also on behalf of the agency. Position will ensure that operational, procedural, and regulatory requirements are met related to all the funding allocated out to the PSUs from the agency. This position has direct responsibility of the Monitoring and Compliance Section within the Division of School Business and is responsible for the oversight of all compliance related to the use of state and federal funds in the LEAs, charter schools and nonprofits as well as the development of related policies and procedures. This position is required to understand Federal Uniform Guidance, EDGAR, SAS, GASB and other applicable state and local laws/polices that govern the funding received by the PSUs. This position will be developing monitoring tools, reports, financial and other data analysis tools to ensure effective monitoring is in place for these funds. They will also be providing guidance through clear communication strategies to the PSUs to provide them education and information on how best to adhere with their responsibilities related to these funds. This position directly carries out elements of the Excellent Public Schools Act contained in Section 7A.1 and Section 7A.7 of S.L. 2012-142 and is funded accordingly.

Requirements

  • Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports; of which at least one is supervisory; or equivalent combination of education and experience.
  • Some positions may require certification as a Public Accountant.

Nice To Haves

  • Experience with any Microsoft Office Suite product, and/or financial systems.
  • Experience in analyzing data.
  • Experience in written communication such as Standard Operating Processes (SOP) and/or, Reports, and/or Manuals.
  • Prefer a certified Public Accountant, but that is not required.

Responsibilities

  • Responsible for managing the examination and analysis of accounting records, compliance audits, auditing teams, and implementing quality assurance programs to verify the accuracy and overall efficiency of internal fiscal and administrative controls.
  • Provide leadership in the development of procedures for conducting external monitoring reviews and assessments that result from the annual agency-wide risk assessment of operations, financials, grants, contracts and relationships.
  • Provide direct supervision to audit/monitoring teams and professional staff by developing long and short-term goals and objectives, reviewing project assignments and work performed.
  • Development and occasional performance of targeted financial reviews of charter schools.
  • Develop policy and procedures for fiscal monitoring efforts to ensure compliance with federal and/or state requirements.
  • Review and approval of documentation of all monitoring and compliance issues.
