About The Position

Scope: The HMIS Data Analyst Manager supports data quality measurement and improvement; the measurement of homeless project and system performance using HUD aligned performance measures; report creation and presentation; compliance related to data quality, security, privacy, and other critical areas. The Data Analyst Manager role also supports homeless assistance programs and grantees in the Continuum of Care (CoC) by monitoring project level performance and improving project outcomes using data. Essential Functions Partner with SHHS Managers to carry out an effective and equitable service-delivery model that adheres to Housing First and person-centered practices through an HMIS lens. Identify training needs of team members and provide effective onboarding and ongoing training for direct report staff. Assist in the design, development, and delivery of HMIS training for Continuum of Care (CoC) front-end users, while maintaining training materials and supporting the development of process and procedure documentation to ensure data compliance with current HMIS Data Standards and best practices. Assist with the recertification of CoC HMIS licensed end users. Provide day-to-day support for HMIS end users, including problem-solving support and training through group and one on one training. Assist the HMIS System Administrator to support the CoC Data and Compliance Committee with ongoing data and reporting needs. Coordinate compliance within the CoC agency programs and build partnerships. Create, update, and maintain program checklists, workflows, and other tools as needed to assist program staff in successfully performing data entry in HMIS. Support HMIS data quality by working with end users and their supervisors to improve program data quality by creating and sending regular data quality reports. Monitor CoC Projects in HMIS to ensure they are complying with HUD data standards and program eligibility. Work alongside the program team and program management to review program data for completeness and quality as well as program evaluation purposes through data reports in HMIS. Assist the HMIS System Administrator with preparation of data reports for HMIS/the CoC lead to local, State, and Federal stakeholders including the APR, CAPER, SPM, LSA, PIT/HIC, etc. Actively compare data found in HMIS with other community data sets with other data analysts to create a comprehensive picture of homelessness to assist with gaps, challenges and trends. Become familiar with HMIS Data Standards, local HMIS system Set up, CERT work with MCAH and other CoC Initiatives. Assist with special projects and assignments toward the work of ending homelessness, including, for instance, analyzing and providing input on policies and regulations, participating in committees, and engaging in other related initiatives. Utilize the ticket system to track, respond and coordinate issues related to HMIS. Provide direct supervision and coaching to staff, modeling and upholding a positive, inclusive, and collaborative team culture grounded in Wayne Metro’s core values, while supporting staff in navigating complex situations and partnerships Uphold a team culture that embodies inclusion, accountability, learning, collaboration, and other core values of Wayne Metro. Perform work in a professional manner that upholds Wayne Metro’s policies and procedures. Other duties as assigned. Physical Requirements and Work Environment Clerical: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.

Requirements

  • Bachelor’s degree or a combination of education and experience which is similarly appropriate.
  • HMIS knowledge and experience
  • Minimum of three years of relevant experience
  • Knowledge of Wayne County demographics, the needs of people experiencing homelessness or who are at risk of losing housing in Wayne County, and services available to meet those needs.
  • Collaborative and skilled communicator with the ability to connect and work effectively with program participants, staff, partners, and community stakeholders.
  • Deep commitment to ending homelessness and advancing racial equity, operating from a Housing First, low-barrier, and person-centered approach.
  • Good analytical, problem solving and decision making skills.
  • Flexible and committed to working as a team toward pursuit of common goals.
  • Proficient working knowledge of intermediate internet applications and programs including Google technology and Microsoft Office Word and Excel.
  • The ability to learn and utilize the necessary programs for this position.
  • Ability to communicate effectively both orally and in written form.
