As the Mobile Lounge Operations Manager, you are responsible for developing, implementing, and overseeing the safe, secure, and efficient operation of the Mobile Lounge Division and associated airport facilities. This position directly contributes to the safety of aircraft, vehicles, and personnel operating at the airport and ensures continuous safe transport of passengers to and from aircraft and buildings on Mobile Lounges and Plane-Mates serving Washington Dulles International Airport (IAD). Mobile Lounge Operations Manager Serves in the Airport Operations Department at Washington Dulles International Airport (IAD). Through subordinate staff, or personally, and in collaboration with the Airport Operations Department Manager and key staff throughout the Airports Authority; develops, oversees, and manages the Mobile Lounge Division comprised of a unionized labor workforce, ensuring continuous Mobile Lounge Operations on a 24/7 basis in the safe and efficient transportation of passengers with excellent customer service to and from aircraft at IAD. Performs financial, budgetary and contract operations for the Division and related functions. GENERAL RESPONSIBILITIES Performs a wide range of managerial functions, including organization and operations planning, program management and evaluation, and human resource management. Plans mobile lounge operations and manages the Mobile Lounge Division, including the safe, secure, and efficient continuous operations of mobile lounges transporting passengers between airport terminal concourses, or between aircraft and the main terminal in accordance with Airport Directives, policies, procedures, and applicable Federal Aviation Regulations (FAR), including 14 CFR Part 139 (Certification) and industry best practices. Oversees the development, implementation, and management of the Mobile Lounge Fleet and assignment of personnel based on operational needs, passenger volume and flow trends, airline flight schedules, airport tours, special events, and other operational considerations. In coordination with the Maintenance department, ensures the required number of lounges are available for efficient, continuous, and sustained operations. Develops and implements policies and procedures to ensure standardized service for the safe transportation of passengers. Meets with airline representatives to promote good public relations in handling requests for special approaches in mating to aircraft, changes in service, complaints, and safety. Oversees the development and implementation of the Mobile Lounge Division training program for new and existing personnel, ensuring employees meet performance standards and all applicable regulatory requirements. Directly or through subordinates, conducts frequent audits of the operation and systems in accordance with governing rules, regulations, and policies, including spot checking operations and operators to ensure the use of safety procedures, appropriate lounge appearance, and courteous manner of operators in dealing with the traveling public. Investigates incidents, accidents, and airline complaints, prepares appropriate reports, and initiates corrective actions. Serves as the Airports Authority expert on Mobile Lounge Operations, including but not limited to designing, testing, and implementing Mobile Lounge equipment, facilities, routing, and operational procedures. Participates in committees and groups that require Mobile Lounge Divisional expertise or coordination. Provides key program management support to the Department Manager and the Vice President and Airport Manager in Mobile Lounge Operations and other key areas related to the Mobile Lounge Division. Coordinates with the Department Manager and Office of Communications when responding to news media requests and newsworthy activity occurring at the airport to ensure dissemination of accurate and fair information to the media. Notifies higher-level management regarding any conditions or activities of possible media interest. Directly and through subordinate staff, performs a wide range of managerial functions, including organization and operations planning, program management and evaluation, and human resource management, such as administration of budget, procurement, supply, safety, recordkeeping, reporting, and other administrative programs within the Division. May substitute for the Department Manager in their absence, as assigned. Perform other duties as assigned.
