We are looking for an experienced and highly motivated Mid-Level Program Analyst to join our team in providing support for the Research Directorate at the National Geospatial-Intelligence Agency (NGA) . The position support s NGA Research’s mission to be a premier R&D organization with the unique focus of leading GEOINT research. NGA Research is responsible for performing scientific research and transitioning innovative concepts and capabilities to solve hard problems for NGA, National System for Geospati al Intelligence ( NSG ) , Allied System for Geospatial Intelligence (ASG), IC, and DoD. NGA Research requires support staff who can assist in the day-to-day coordination and data management that support these activities

Requirements

  • 10+ years’ experience working in all areas of program budget management
  • Must have technical background and be comfortable writing to the technical capabilities involved with the program
  • Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency.
  • Must be able to pass a Counterintelligence (CI) Polygraph (current CI Polygraph preferred)

Nice To Haves

  • BA/BS or MA/MS in systems analysis, systems engineering, or systems management
  • Prior or current experience working with a research and development organization or government agency
  • Must have NGA or NRO experience

Responsibilities

  • NGA Research requires SETA support that is separate from NGA Financial Management (FM), for R&D program planning, budget building, acquisition support, and financial execution of Research, Development, Test, and Evaluation (RDT&E) and Operations and Maintenance (O&M) funding. This support will aid the Analytic &Enterprise Innovation team, Technical Offices, and Pods in the programmatic and financial aspects of new and existing programs, projects, and acquisitions.
  • Assist in R&D program development from concept inception to transition of technologies
  • Practice sound program management and demonstrate understanding of cost, schedule, and performance
  • Assist with RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding
  • Draft, review and edit R&D Statements of Work (SOWs), contract, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, OTs, and other program documentation
  • Assist with Intellectual Property, Export Control/ITAR, TRLs, and security classification which inform program protection and transition
  • Communicate effectively over multiple media types, schedule and facilitate meetings, and take actions independently
  • Attend staff meetings, technical reviews, working groups, kick-offs, VTCs/telecoms, and management reviews.
  • Familiarity with PPBE process and program budget builds; program execution
  • Familiarity with MIPR processing
