About The Position

Overview Delta Solutions and Services Bowhead is seeking a highly skilled and motivated Mid-Level Acquisition Program Analyst to support a high-performance team with SHIELD (Short and Intermediate Effectors for Layered Defense) at Huntsville, AL. Responsibilities Demonstrated ability to independently act as a consultant, to set priorities, to organize tasks, monitor assignments, and ensure completion of assigned work. Strong knowledge of the Microsoft Office Suite (especially Excel, PowerPoint, and Outlook). At least 5 years of relevant experience in the following areas: Providing acquisition analyst support to Government and/or DoD project offices for the development and management of the functions associated with assigned contracts during each phase of the contracting process. Keen understanding and intimate familiarity with all aspects of contracts and requirement packages to include the Statement of Work (SOW), Performance Work Statement (PWS), Contract Data Requirements List (CDRL), Document Summary List (DSL), Market Research (MRR), Competition Advocate Shopping List (CASL) entries, Operations Security (OPSEC) requirements, Procurement Work Directive (PWD), Independent Government Cost Estimate (IGCE), CLIN structure, and Quality Assurance Surveillance Plan (QASP). Ability to plan, develop and establish contractual strategy for acquisitions. Ability to work multiple contract actions, including new contracts, negotiations, directed changes, Undefinitized Contract Actions (UCAs), definitizations and modifications. Ability to provide thoughtful insight and useful acquisition assistance during negotiations. Preparing for and participating in Program Management Reviews (PMRs) to assist the Program Managers on acquisition/contracting priorities. Working with multiple offices, divisions, and branches, both internally and externally, to solve funding and other issues associated with contract awards. Provide administrative, financial, and logistical support to the IPM in the development, administering, and overseeing of the execution of Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOAs) within the constraints and guidelines established in the Security Assistance Management Manual (SAMM). Other duties as assigned.

Requirements

  • Bachelor’s degree and 7 years of experience.
  • 3 years of DoD Acquisition or weapon system experience.
  • Current/relevant Army knowledge and background.
  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically
  • Secret clearance and with the ability to obtain a Top Secret clearance with Special Compartmented Information (SCI) and Special Access Programs (SAP) access
