About The Position

GENERAL PURPOSE OF POSITION: Reads and maintains the City’s electric, water, and gas meters MAJOR DUTIES AND RESPONSIBILITIES: Reads the city electric, gas, and water meters Takes monthly readings for readings for residential, commercial, and City meters Operates hand held encoders, including re-sequencing Uses basic hand tools Deals with residents on route as needed Completes work orders Documents beginning and ending readings on new and closed accounts Adds and removes services for moving residents and businesses Installs new meters Hangs door notices for service shut-off Reconnects service Performs maintenance on water meters Remove collected water Weeds around meters Replaces broken glass Checks for leaks Replaces meters Maintains inventory Cleans work trucks and stocks with needed tools and supplies Inventories equipment and supplies Documents work completed and files completed work orders Assists other Public Work departments when required Performs other duties as directed JOB CONTEXT: The Meter Reader is a full-time, permanent position in the Utility Department. The immediate supervisor for this position is the City Clerk. The person in this position is supervised on a less than weekly basis, and works regular hours’ year round. There is rarely overtime associated with this position, and almost never works nights except for emergency situations. There is no shift work associated with this position. The person in this position is almost never on call. 5% of the work is done indoors; 95% of the work is done outdoors and requires work done in all types of weather conditions. The Meter Reader is accountable for the fiscal, safety, and legal issues for which this position is responsible. There is exposure to chemicals and/or hazardous materials on a daily basis. This exposure includes, but is not limited to, wasps, pest repellent, pepper spray, exhaust fumes, business waste, and pesticides. The stress level associated with this position varies from moderately low to moderately high depending on the situation or workload. Physical work involved with this position includes, but not limited to, walking, being on feet always, shoveling, stooping, running, carrying, lifting. LICENSES AND CERTIFICATIONS: The candidate in this position must have a valid Commercial Driver License. EDUCATION AND EXPERIENCE: The candidate in this position must have a high school diploma. At least 1 year of experience in understanding and working with meters is strongly recommended 2 years is preferred. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge Excellent attention to detail Meter installation and testing Procedures for handling and shipping hazardous materials safely Procedures for testing electrical circuits and fixtures Procedures to maintain equipment Proper use of specialized equipment and hand tools Procedures to maintain vehicles and equipment Layout of City streets Federal, State and City codes related to electrical systems Electrical system layouts City personnel policies Life safety General office and filing practices and procedures Basic carpentry work Maintenance and repair of all types of equipment Safety measures needed for using herbicides Proper grammar and the use of English in speaking and writing Computer operations and applications, including word processing and spreadsheets OSHA standards and regulations concerning employee safety Federal and state statues concerning the work of the department Mathematical skills, including addition, subtraction, division, and multiplication General functions and operations of municipal government Skills and Abilities: Extensive walking Work as a team member with other employees Communicate effectively with other city employees, both oral and written Achieve and maintain proper certification Determine appropriate meters for specific service needs Complete detailed, technical work accurately Distinguish colors Good driving skills Time organization and planning Manage many activities at one time Allocate resources for efficient work completion Prioritize equipment and material needs on a daily basis Complete required reports on a timely basis Apply appropriate solutions to problems Operate equipment properly Maintain equipment and vehicles Examine equipment and determine what is causing a problem Complete all required paperwork Prioritize daily work flow Work as a team member with other employees Communicate effectively with other city employees, both oral and written Work autonomously when necessary Handle multiple tasks simultaneously with frequent interruptions Deal with others in a professional manner Maintain professional composure in heated situations Follow Departmental and City policies and procedures Certain duties of this position are classified as “safety-sensitive.” Therefore, the person in this position will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis in accordance with the City’s Alcohol & Controlled Substance Use, Abuse and Testing Policy.
