About The Position

The Metadata / Data Governance Analyst will serve as a policy enforcer responsible for metadata standards enforcement, governance rules implementation, and Key Performance Indicator (KPI) alignment across Federal healthcare data governance initiatives. This role focuses on establishing and maintaining robust metadata management frameworks, ensuring compliance with Federal standards, and monitoring governance effectiveness through measurable indicators.

Requirements

  • 5+ years of experience as a database administrator
  • 3+ years of experience working with enterprise data / multiple databases
  • Experience with multiple database types, including relational, non-relational, and object-oriented, both on-premises and in the cloud
  • Ability to translate technical knowledge into strategic recommendations
  • Experience with metadata standards enforcement and governance framework implementation
  • Knowledge of data quality management and automated monitoring systems
  • Understanding of Federal compliance requirements and regulatory frameworks
  • Proficiency in developing KPIs and performance measurement frameworks
  • Possess Strong written and verbal communication skills
  • Highly organized with an ability to prioritize, balance, and effectively advance multiple competing priorities in a high-volume, fast-paced environment
  • Ability to interact in a professional and collaborative manner with fellow Dynanet Teammates and the clients, and business partners that we work with
  • Ability and desire to challenge and educate yourself to support and advance IT services delivery in the Federal agencies we serve
  • Excellent judgment and creative problem-solving skills
  • Respond to team member and client requests via email, MS teams, or other communication means during core business hours
  • Active listening skills to understand clients' needs, and collaboration skills to work with other developers and designers
  • BA in information technology, computer science, data science, or health information management (MA preferred)
  • Active DoD High-Risk Public Trust designation (Active DoD security clearance preferred)
  • Technical certification(s) in compliance with DoD Directive 8140 (CompTIA Sec+, CISSP, CISM, CEH, etc.) is preferred

Nice To Haves

  • 7+ years of experience as a database administrator
  • 5+ years of experience working with enterprise data / multiple databases
  • Ability to engage with various stakeholders verbally and in writing
  • Experience crafting data policies and procedures at the enterprise level
  • Knowledge of Data Management Association (DAMA) Data Management Body of Knowledge (DMBOK) and data governance best practices
  • Experience with automated workflow design and approval process implementation
  • Understanding of federated governance models and stewardship role design
  • Experience with compliance dashboards and regulatory reporting systems
  • Current database certifications (such as AWS, Azure, CDMP, Oracle SQL, IBM DB2, etc.) are preferred

Responsibilities

  • Establish and enforce metadata standards and data element definitions ensuring consistency, discoverability, and usability across enterprise data systems
  • Design and implement governance rules including metadata creation, review, approval, and publication processes with defined roles and escalation paths
  • Develop and monitor KPIs for metadata quality including completeness rates, update timeliness, and compliance status with automated alerts for issues
  • Create and maintain metadata management workflows including stewardship accountability, Service Level Agreement (SLA) enforcement, and quality monitoring processes
  • Produce formal governance documentation including processes, procedures, and policy guides for metadata stewardship and lifecycle management
  • Implement compliance reporting for Health Insurance Portability and Accountability Act (HIPAA), Federal regulations, and organizational requirements
  • Design business processes supporting metadata management workflows including validation rules, approval routing, and quality flagging
  • Establish and monitor governance effectiveness indicators including stewardship performance, policy adherence, and issue resolution metrics
  • Support federated governance pilot activities including role clarity assessment, policy execution testing, and steward escalation path validation
  • Develop data product lifecycle processes including creation, publication, versioning, and deprecation workflows with compliance checkpoints
