About The Position

The Messaging Manager is responsible for the administration, and continuous improvement of enterprise messaging platforms and services. This position ensures the secure, reliable, and compliant operation of systems supporting email, unified communications, collaboration, and related messaging solutions. Requirements

  • 2 years demonstrated experience using Multimedia Message Manager (M3), conducting profile management, and monitoring message traffic for anomalies.
  • 4 years demonstrated experience leading a team and managing work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination.
  • Demonstrated experience in foreign disclosure, intelligence dissemination, or demonstrated ability to deliver professional briefings and presentations to diverse audiences.
  • Demonstrated ability to draft and maintain documentation such as Standard Operating Procedures and ability to produce reports incorporating text and graphics to convey complex concepts.
  • Active Top Secret/SCI Security Clearance with ability to obtain CI polygraph.
  • Ability to obtain DoDD 8140.01 (formerly DoDD 8570.01-M) certification / IT Level II within 30 Calendar days of indoctrination at HQ INSCOM.
  • Must be able to pass a background check.
  • May require additional background checks as required by projects and/or clients at any time during employment.

Nice To Haves

  • Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • Associates degree with 7 years’ experience in an intelligence discipline OR High School Diploma with 9 years’ experience in an intelligence discipline

Responsibilities

  • Develop and implement messaging policies, standards, and procedures to ensure reliability, security, and compliance with applicable laws, regulations, and organizational requirements.
  • Act as the principal point of contact for messaging system issues, ensuring expedited resolution of incidents, user requests, and escalation of critical service disruptions.
  • Lead the planning and execution of upgrades, migrations, and integration projects associated with messaging platforms, minimizing impact on business operations.
  • Ensure all messaging environments are compliant with security requirements.
  • Manage messaging-related security, including spam filtering, virus protection, encryption, and authentication protocols.
  • Oversee the configuration and administration of policies related to data retention, archiving, e-discovery, and legal holds.
  • Collaborate across IT, cybersecurity, and end-user support teams to align messaging services with broader organizational strategies.
  • Track and report on system performance, availability, capacity, and usage metrics; provide briefings and recommendations to leadership regarding improvements or investments.
  • Evaluate, select, and manage vendor relationships, including service agreements for messaging software, hardware, and cloud services.
  • Stay informed of emerging technologies and best practices in enterprise messaging, recommending enhancements to meet evolving mission needs.
  • Other duties as assigned.
