Johnson County Mental Health Center (JCMHC) is looking for qualified candidates to fill the position of Competency and Assessment Clinician. The Johnson County Competency and Restoration Program exists to evaluate and restore individuals’ competency to stand trial when a court finds them incompetent, with the goal of moving legal proceedings forward in the most clinically appropriate and timely manner. The restoration program focuses on reducing wait times and increasing access to restoration services so that individuals are not housed in jail for the sole purpose of awaiting competency. Additionally, this program will connect individuals with JCMHC service providers to ensure proper mental health treatment is received during the restoration process. The schedule for this position will be Monday through Friday, 8am-5pm. First review of applications will begin April 27th.

Requirements

Master’s degree in Social Work, Counseling, Psychology, or other Human Services field and Kansas Behavioral Sciences licensure at the master’s level in the area of focus are required.
May require a KS/MO driver’s license, depending on department or agency.
Applicants who meet Kansas licensure requirements may be considered if Kansas licensure is obtained by time of an employment offer and licensure is pending confirmation at the time of employment application.
Johnson County Government requires reference/background screening for all positions.
Specified criteria may vary by Department/Agency.

Nice To Haves

Kansas Behavioral Sciences license at the clinical level and one year of experience in the area of focus is preferred.
Previous experience completing competency evaluations and diagnostic assessments preferred.
Previous experience working in Community Mental Health Center Preferred.

Responsibilities

Conducts court ordered competency evaluations in accordance with K.S.A. 22-3302; document findings in official reports to the court; and provide court testimony on issues of competence when required by the courts.
Complete competency evaluations ordered under Kansas statues (K.S.A. 22-3219, 22-3302, 22-3429, 22-3303, and other applicable statues) for juveniles and adults involved in criminal proceedings
Ensure evaluations are completed and returned to the Court within mandated timelines
Apply appropriate forensic standards and structured assessment tools when determining competency to stand trial or participate in sentencing proceedings
Provide testimony as required
Act as Lead Clinician for Conducting Court-Ordered Competency Evaluations and/or Restoration when no clinician is available
Record all evaluation findings, clinical impressions, and recommendations in an organized, legally appropriate format.
Submit reports to courts, KDADS, or IPA partners as required by contractual and statutory guidelines.
Maintain accurate logs of evaluation dates, wait times, and restoration progress for reimbursement and compliance. (KDADS wait time reimbursement guidelines)
Completing screens and assessments to best identify the most appropriate level of care and supports for an individual is a process we hold in high esteem.
Develops complex treatment and intervention plans to address the clinical needs of individuals in single or multiple areas of focus; networks with other community agencies to research and coordinate a variety of resources and services to address comprehensive, intensive, or long term individual needs; encourages the establishment and maintenance of support systems; collaborates with other providers in the development, implementation, and review of plans.
Completes and submits clinical documentation regarding services provided; evaluates and documents individuals' progress according to measurable goals; reviews and approves documentation and plans of care developed by other staff to ensure services are consistent with the level of care required for each individual's needs; monitors the quality and effectiveness of services provided.
Serves as the clinical expert on the treatment team by providing consultation to case managers, providing crisis intervention support for the team and serving as the back-up to the Team Leader.
