About The Position

As a Member Communications Specialist, you will be responsible for working with the Office of the Health Insurance Marketplace (OHIM) leadership (Director, COO, Policy & Outreach Director) to lead the development of communication and education materials and strategies for members, potential consumers and the public. The position will serve as a subject matter expert on member communication and engagement strategies and health literacy. Specific duties include, but are not limited to: Consumer and Public Communication Development: Work with consumer experience, policy, communications, and outreach team members to develop an annual member education and communication plan. Draft communications for CoverME.gov member and public awareness and education, including coverage notices, call-center scripting, instructions, and text within the CoverME.gov enrollment platform and website. Identify and create Fact Sheets for consumer education and awareness on relevant CoverME.gov topics. Identify opportunities for improvement in website flow and content, drafting edits and additions to the website as appropriate. Research and Analysis: Identify best practices of other State-based Marketplaces for CoverME.gov communication strategies to members. Identify and develop new tactics for helping improve consumer health insurance literacy. Editing and Design: Assist with editing photos and images. Develop and produce clear and engaging public facing visuals and infographics aligned with CoverME.gov brand identity. Consumer outreach and education: Work with the consumer experience manager to develop a member communications plan during CoverME.gov’s Open Enrollment Period designed to maximize retention and new enrollment. Draft engaging email content for consumer communication. Draft communication materials to be used by the outreach coordinator and partners during outreach events. Social Media Content Creation and Monitoring: Develop social media content to support public awareness of and education about CoverME.gov. Manage and monitor social media accounts, including responding to comments and direct messages received on CoverME.gov accounts. Mission: Advance the Department’s mission to improve the health and well-being of all Mainers and to identify and reduce disparities across the state. Other duties as assigned.

Requirements

  • An eight (8) year combination of education and/or professional experience in communication and content development and dissemination, demonstrating strong oral and written communication skills proven to effectively engage diverse audiences and audiences with low literacy levels.
  • Proficiency in Microsoft 365 Software and Adobe Photoshop, Illustrator, InDesign, Canva, and other design software
  • Ability to work well in a busy environment, either individually or as part of a team
  • Familiarity with website content management (such as Drupal) and email software (such as Active Campaign, Mail Chimp)
  • Knowledge of social media platforms and management programs (such as Hoot Suite, Meta Business Suite)
  • Strong oral and written communication skills proven to effectively engage diverse audiences

Nice To Haves

  • A bachelor’s degree in Communications, Marketing, Public/Community Health, Health Administration, Health Education, or a related field.
  • Training in health literacy is a plus; graphic design experience is also a plus.
  • Knowledge of health coverage programs or policies at the state and/or federal level, including knowledge of policies impacting commercial health insurance markets, specifically the Affordable Care Act.
