About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Project Manager IV, reporting to the Medicaid Technology Modernization Director for Operations. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans. Key department deliverables include claims resolution, acute care claims processing, provider enrollment, IDD Waiver Programs, Vendor Drug Program, and management of Medicaid Modernization. MCS is driven by its mission to deliver high quality, cost-effective services to Texans. The project manager performs advanced (senior-level) project management work with project types such as process improvements and technical projects including system integration, upgrades, or replacements, and is responsible for planning, supporting, and delivering technology initiatives for Medicaid Enterprise Systems (MES). Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. This position may direct, assign, and evaluate the work of project staff. The project manager works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • At least five years’ experience managing and coordinating complex technical projects, such as cross-departmental initiatives, multi-phase implementations, or programs involving external vendors or regulatory compliance.
  • Graduation from an accredited four-year college or university with major coursework in any one or more of the following: business, project management, system development and implementation, or related field.
  • Knowledge of: Project management theories and practices applicable to projects that are highly complex in scope.
  • Systems and procedures used to evaluate a third-party vendor’s performance.
  • The general framework of state and federal laws and regulations relevant to publicly funded healthcare services such as Medicaid and CHIP.
  • Skill in: Project management monitoring.
  • Addressing changes in scope and budget.
  • Using applicable software.
  • Ability to: Manage project activities.
  • Establish project goals and objectives.
  • Exercise sound judgment in making critical decisions.
  • Analyze complex information and develop plans to address identified issues.

Responsibilities

  • Provides leadership, oversight, coordination, planning, and evaluation for MES-related projects employing recognized project management practices. Initiates multi-agency or enterprise-level initiatives, secures authorization and commitment, and establishes the business justification and project viability. Develops criteria for assessing programs, proposals, and other relevant information associated with project assignments.
  • Formulates and executes comprehensive plans to effectively communicate project methodologies and processes to relevant stakeholders and team members. Oversees coordination of MES-related project initiatives, ensuring consistent dissemination of methodology and process information to both internal and external parties. Develops standardized procedures for documenting and administering changes to the initial project plan. May manage multiple projects simultaneously.
  • Manages comprehensive project plans, including associated tasks, milestones, and deliverables for Modernization initiatives. Oversees coordination of project activities with state agencies, governmental jurisdictions, and private sector partners and contractors. May supervise, delegate, and assess the performance of project personnel.
  • Responsible for preparing project budgets, schedules, work plans, resource requirements, cost estimates, and financial projections. Oversees MES-related project quality and expenditures to ensure deliverables meet contract terms or specifications and are completed within schedule and budget constraints. Evaluates proposals and bids, providing recommendations to management.
  • Identifies project risks associated with MES and develops strategies for mitigation or avoidance. Prepares and disseminates project updates, status reports, and budget expenditure summaries. May provide testimony regarding project progress and other matters of public interest before legislative bodies and relevant stakeholders.
