Requirements

  • Knowledge of: The concepts, terminology, principles and analytical techniques of Materials – Bituminous.
  • Engineering design, construction, and/or operations.
  • Skills in: Using engineering tools, equipment and/or instruments.
  • Ability to: Operate a personal computer for word processing, spreadsheet, and database applications.
  • Analyze and interpret engineering data.
  • Solve problems relating to engineering.
  • Perform technical engineering inspections.
  • Apply engineering quantitative techniques.
  • Plan, organize and coordinate work assignments.
  • Communicate engineering information effectively.
  • Establish and maintain effective working relationships with others.
  • Must pass or have passed Construction Math and Contracts Plans Reading, Self Study examinations.
  • Must possess or obtain and maintain Construction Training Qualification Program (CTQP) Asphalt Paving Level I and II, and Plant Level I and II.
  • This position requires a Class “E” Drivers License.
  • This position must respond before, during and after emergency situations.
  • High School Diploma or Equivalent.
  • Prior experience using engineering or manufacturing tools, equipment and/or instruments or prior experience operating a personal computer for word processing, spreadsheet and/or database applications.
  • This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.

Responsibilities

  • Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback to field personnel as appropriate. Document and report findings. Inspect component materials for compliance with Florida Department of Transportation (FDOT) specifications. Inspect component materials for compliance with FDOT specifications. Inspect facility and operation for compliance with their Quality Control (QC) plan and specification requirements. Document and report findings. Inspect laboratories for compliance with Department contract and procedural documents. Review records, procedures, equipment and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback to laboratory personnel as appropriate. Document and report findings. Perform follow-up inspections as necessary.
  • Evaluate project/process to determine current performance status. Recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable. Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs.
  • Perform Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings. Report results accurately and precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Obtain and maintain all qualifications necessary to perform the test in compliance with Florida Department of Transportation (FDOT) procedures.
  • Review plans, designs, specifications, procedures, and any other documents necessary to execute the Department’s mission. Provide clear comments as requested in time to be useful to the customer. Support consultant contracts in accordance with applicable rules, laws and procedures. Review the consultant work effort. Review and comment on invoices.
  • Perform field and/or laboratory testing in the field in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method.
