About The Position

The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. WSDOT is currently seeking a Transportation Engineer 2 to join the Aberdeen Project Engineering Office (PEO), serving as an assistant to the Office Engineer. The Transportation Engineer 2 prepares Plans, Specifications, Estimates, reports, and other documents that will be used to improve the safety, quality, and capacity of State's transportation system. This position supports the department's mission by processing and reviewing submittals for compliance with the above documents, keeping accurate, complete and detailed accounting records, and ensuring accurate and timely payment for work completed. The role contributes to the agency's strategic plan by ensuring, through adherence to WSDOT policies, that work functions performed are administered to the expected quality, safety, and stewardship standards to support Washington's long-term resilience. Requirements

  • Engineering Knowledge: Demonstrates comprehensive knowledge and practical understanding of engineering principles, methods, and practices, including construction techniques, material testing procedures, and contract administration.
  • Technology Proficiency: Proficient in operating Windows-based computers and MS Office applications, including Excel, Outlook, Sharepoint, and Word, as well as databases and computer-aided engineering software.
  • Communication Skills: Skills to communicate technical information effectively and professionally to a diverse audience, including those with non-technical backgrounds, virtually, by phone, and in person.

Nice To Haves

  • Document and Records Management: Demonstrated ability to process and manage technical and quality-related documentation; Proficiency in preparing, organizing, and distributing material documentation-related correspondence to contractors and Agency personnel.
  • Contract Material Tracking: Skilled in maintaining and updating source of materials lists, material sampling and testing requirements, and documentation status across multiple active contracts.
  • Contract Compliance and Quality Assurance: Ability to review monthly contractor estimates for compliance with all material sampling, testing, and documentation requirements.

Responsibilities

  • Be responsible for managing and processing all materials documentation including Records of Materials (ROMs), Request for Approval of Materials (RAMS) entries, Qualified Products Lists (QPLs), catalog cuts, Contractor Performance Assessment Reports (CPARs), Certification of Materials Origin (CMOs), mill test certifications, bills of lading, and notices of shipment.
  • Coordinate with contractors, subcontractors, suppliers, manufacturers, and project inspectors to obtain required samples and outstanding documentation.
  • Review monthly estimates to ensure compliance with sampling, testing, and documentation standards, and recommend withholding payment for any deficient bid items or components.
  • Prepare the Professional Engineer (PE) Certification of Materials package, including the Contract Materials Checklist (Form 350-115), and provide justifications, explanations, and supporting documentation for any deficiencies or exceptions to contract plans and specifications.
  • Process shop drawings, welding procedures, and other contractor fabrication related submittals through the appropriate WSDOT Headquarters (HQ) offices.
  • Perform statistical evaluation of HMA mix, aggregate test results, and compaction test results; prepare pay notes for monthly contractor progress estimates.
