This is skilled craftwork at the working supervisor level in the installation, maintenance, and repair of plumbing, drainage and sewage disposal systems, and heating fixtures and traps. Work requires knowledge of techniques, methods, and procedures used in the plumbing trade which involves the use of specialized skills or specialized equipment, which is acquired through a combination of training and considerable job experience. Schedules, assigns, monitors, directs, reviews, and evaluates the work of assigned staff. Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to other points of view that are required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in search for solutions or new applications within one's known experiences. The work is performed in a somewhat uncontrolled environment, where risks and hazards are substantial, but are known, somewhat predictable and most controllable. Operates hand and power tools, soldering equipment; plumbing, and motor vehicles including one-half and one-ton trucks and vans. Physical demands consist of climbing ladders; stooping, bending and reaching; and occasionally lifting or moving objects weighing more than fifty (50) pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies, and the work is reviewed, usually after the fact, in terms of quality, volume timeliness, and for adherence to established methods, standards, and policies.

Requirements

  • Knowledge of the standard tools, materials and methods of the plumbing trade.
  • Knowledge of the techniques, methods and procedures of the plumbing trade.
  • Knowledge of state and local plumbing codes to include lift stations.
  • Knowledge of occupational hazards and safety precautions of the plumbing trade.
  • Knowledge of supervisory methods, practices, and techniques.
  • Skill in installing, maintaining, repairing, and testing plumbing pipes and fixtures.
  • Skill in operating equipment and tools used in installation, maintenance, repair, and troubleshooting of plumbing pipes and fixtures.
  • Ability to read, comprehend and apply written instructions, manuals, technical diagrams, blueprints, and other job-related materials.
  • Ability to prepare and maintain records and reports.
  • Ability to prepare cost estimates.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to climb ladders; stoop, bend and reach; and lift objects weighing up to 50 pounds.
  • Ability to make mathematical calculations.
  • Ability to verify conformance of plumbing work to specifications.
  • Ability to schedule, assign, monitor, direct and evaluate the work of assigned personnel.
  • Ability to operate motor vehicles including one-half and one-ton trucks and vans.
  • Ability to operate a computer and standard office equipment.
  • Six (6) years of education and/or experience in the plumbing trade.
  • Must possess a validCity of Jacksonville Master Plumber Certificate or valid State of Florida Certification as a Plumbing Contractor and must maintain same during employment in this class.
  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class the City of Jacksonville Certification as a Public Driver.
  • The probationary period for this class is one (1) year.
  • Depending upon assignment, must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff's Office prior to appointment.
  • Within thirty (30) days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities.
  • Depending upon assignment, it may be required to obtain specialized certifications.
  • This position performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (0401).

Responsibilities

  • Prepares and/or oversees the preparation of plumbing plans and specifications for new construction, renovation, maintenance and repair of plumbing systems.
  • Recommends and implements preventive maintenance procedures pertinent to plumbing work.
  • Reviews plans, blueprints and specifications and develops sketches, instructions, specifications, material lists, and/or recommends changes to plumbing projects.
  • Monitor and inspect work to ensure timely completion of projects and compliance with applicable codes and safety standards.
  • Performs and/or supervises the repair, maintenance and servicing of all plumbing equipment and systems including drainage and sewage disposal systems, lift stations, water supply/distribution pipes, drainage and vent pipes and building drains, plumbing and heating fixtures, and fittings, traps, backflows, hydrants, valves, etc.
  • Schedules, assigns, monitors, reviews, directs, and evaluates the work of crews engaged in plumbing construction, repair and maintenance.
  • Estimates costs of plumbing work and prepares other data needed for purchasing requirements.
  • Prepare work orders and written reports on work performed.
  • Utilizes a computer to maintain records and work orders.
  • Communicate in a clear direction, manage results and lead to organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related duties as required.
