About The Position

The Marketing & Finance Manager handles the core fiscal and budgetary duties of the Nebraska Ethanol Board, including the documentation of invoices, compilation of expense reports, preparation and presentation of financial statements for board meetings, and timesheet accounting and submission. This position also is responsible for the agency's external-facing marketing and promotional efforts, including physical merchandise, digital advertising, promotional events, sponsorships, and occasional event planning. This position also serves as the agency's office coordinator and caretaker, including management of the physical office and the agency's digital presence. Requirements

  • Bachelor’s degree in journalism, communications, marketing, public relations, advertising, graphic arts, digital media, videography, or related field and at least three years’ experience in developing, planning, and managing public relations/publicity campaigns, mass media communication activities, public information programs, and/or marketing/promotional campaigns.
  • Required experience may substitute for the education on a year for year basis.
  • Occasional travel is required.
  • A valid driver's license or the ability to provide independent authorized transportation, and evidence of vehicle insurance is required.

Responsibilities

  • Budget/Accounting (Planning, Forecasting and Reporting) – Prepare and monitor revenue, spending forecasts and agency budget.
  • Assist in comparing actual expenditures against budget appropriation, reviewing/tracking expenditures on a continual basis.
  • Evaluate and approve agency expenditures based on what the board has granted.
  • Establish and maintain proper systems of accounting and purchasing.
  • Ensure accuracy of records and compliance of transactions with established policies/procedures.
  • In conjunction with Dept. of Ag Accounting, be responsible for processing accounting documents, properly identifying and classifying each transaction submitted.
  • Maintain internal control by auditing general ledger and accounting printouts, calculations, voucher reports, cash balances and fiscal year appropriation.
  • Prepare and maintain reports for Board of Directors.
  • Process purchasing requests; secure estimates for needed supplies/materials/services; choose vendors; and enter contracts and receipt of goods into the procurement system.
  • Prepare and submit all agency legislative fiscal impact notes and prepare materials for agency appropriations hearing.
  • Work with Budget Office in preparation of Governor’s Budget request.
  • Attend State Accounting and Budget Office meetings/training workshops as needed.
  • Assist in the preparation of the organization's budget by gathering input from agency administrators/managers, preparing draft documents for review/approval by higher authorities, and assist Dept. of Ag Accounting in entering final budget recommendations into the budget request system.
  • Maintain continuous inventories of the organization's fixed assets.
  • Determine when items need to be replaced.
  • Determine/process surplus equipment, material and/or property.
  • Become familiar with and remain current with Enterprise 1 programs (budget and personnel software program.) Be able to assist agency staff with appropriate E1 functions.
  • Tracking outside revenue now being deposited into two new business units: 60105120 (NEB-hosted Conference & Events); 60105121 (Research).
  • Ensure it is accounted for and remains separate from our regular agency revenue, as these deposits are only to be spent for specific purposes, not our general operating fund.
  • Tracking all expenditures separately for these two business units to ensure we don’t over expend.
  • Providing all documentation for parties who inquire how the money was spent.
  • Ensure all expenses for these events are coded and tracked separately.
  • Seeking sponsorships in order to fund conferences and events.
  • Creating and sending out invoices for these sponsorships.
  • Doing the follow-up to ensure they pay these invoices.
  • Along with Ethanol Program Manager, run the website payment portal for nearly 200 registrations and sponsorships, which includes refunds, if needed; sending receipts; manual enrollments, etc.
  • Tracking and manually entering information from mail-in checks/forms for registrations and sponsorships.
  • Research project management for multiple endeavors throughout the year.
  • This includes cost analysis and projection of what the research project will cost; price-quoting elements of the project through multiple vendors; seeking funding partners; sending detailed invoices of what their contribution covers; ensuring these invoices are paid; depositing checks/sending receipts.
  • Office Coordinator – Calculate staff and board expense vouchers and per diems.
  • Greet and screen visitors and telephone callers to determine the nature and purpose of the call and refer callers to appropriate staff members.
  • Assist administrator in maintaining an office that functions efficiently and provides service to the public sector.
  • Monitor the operational activities of the agency.
  • Revise and update correspondences, reports and other materials to reflect changes and merged materials.
  • Transfer hardcopy office materials (historical records) to electronic copies and file accordingly on agency server.
  • Monitor printed materials for records management schedules and destruction of agency records.
  • File and retrieve correspondence, reports and other materials within files arranged in order to ensure uniform storage and ready access to previously recorded information.
  • Track office supply inventory and order more when necessary.
  • Develop and monitor working relationships with other agencies and contract personnel to assure the fulfillment of agency’s specific tasks, goals and development of projects.
  • Coordinate appointment, travel and work schedules of staff to assure coverage of office and workload distribution.
  • Make preparations for board meetings, orientation meetings, conferences and trade shows.
  • Keep current the agency’s policy manual and update board member handbook.
  • Understand IT operations in office and ability to resolve basic issues encountered with hardware and software.
  • Research and recommend computer upgrade solutions to staff; troubleshoot technology problems on staff computers and other audio video equipment.
  • Acts as agency-appointed representative, who is responsible for coordinating the use of assigned vehicles with Transportation Services Bureau; managing all billing and logs.
  • Media, Communications, Public Relations – Assist Administrator and Ethanol Program Manager with media requests, press releases, email list maintenance, social media, communication campaigns, content creation, editing, and conference & event planning.
  • Set and monitor all budgets for marketing and educational campaigns, conferences and events, and all board-approved outreach expenses.
  • Help determine what the best use of agency funds is and where we achieve the best outreach outcomes.
  • Industry Statistics & Research – Maintain industry statistical data including rack prices, grain prices, production, etc.
  • Research and record ethanol sales, pricing and volume information.
  • Collect, compile and review data used in conducting research, drafting reports and developing information pertinent to agency activities and to provide data to individuals or entities outside the agency including University of Nebraska.
  • Research specific market information from readily available sources.
  • Personnel Coordinator – Assist in selecting and hiring employees, in conjunction with State Personnel.
  • Provide training to new hires and assist in orientation of new board members.
  • Monitor evaluation due dates and assist in evaluation process.
  • Attend Dept. of Administrative Services meetings/training workshops as needed.
  • Distribute information and assistance during open benefit enrollment.
  • Monitor state legislation that pertains to state employees.
  • Perform program support and/or general administrative assignments to assist Administrator and other staff in carrying out assigned responsibilities.
  • Process position and detailed employee information for all staff and per diem personnel of the agency.
  • Collect all payroll functions for agency, which includes bi-weekly attendance reports, pay rates, deduction contributions and leave status to be processed by Dept. of Ag Accounting.
  • Maintain strict adherence to existing labor contract, DAS rules and regulations, and procedures set forth in personnel manual and labor contract.
  • Monitor salary costs and position budget reports to maintain control of personal services appropriations and accumulated leave status.
