Bank of America’s Community Development Banking (CDB) group, part of the Commercial Real Estate Bank (CREB), is committed to strengthening communities nationwide through financing that supports affordable housing and broader community development. From 2020–2025, CDB provided more than $42 billion in debt and equity financing, creating and preserving over 74,000 affordable housing units across 335 cities in 40 states. CDB partners with for‑profit and nonprofit developers using Low Income Housing tax credits (LIHTC), Historic Tax Credits (HTC), New Market Tax Credits (NMTC), debt, and non-tax-credit equity to support housing that revitalizes neighborhoods, expands economic opportunity, and promotes long‑term community stability. CDB advances this work in some of the nation’s most competitive housing markets by providing equity investments for workforce and middle‑income housing delivering high‑quality, attainable homes for individuals and families through BACDC. We are seeking a seasoned leader to drive and manage CDB’s tax credit equity originations and portfolio development across three national tax-advantaged programs: Indirect LIHTC, HTC, and NMTC. This leader will partner with the team to develop a multi‑year CRA strategy for these products, drive high‑quality origination, and oversee disciplined underwriting and execution in partnership with Enterprise Credit and Risk Management. They will work closely with all CDB regions to meet production targets, deepen client relationships, and support revenue growth while also leading LIHTC fund formation and market engagement. The role also includes coordinating national projects with BACDC and advancing impactful, mission‑aligned community outcomes through strong cross‑functional leadership.

Requirements

  • 8–10+ years of progressive leadership in LIHTC, HTC, and NMTC programs
  • Proven track record in origination, structuring, underwriting, and portfolio management.
  • Deep knowledge of tax credit regulations, partnership tax, and market dynamics.
  • Experience leading multi-disciplinary teams and closing equity transactions with syndicators, CDFIs, and/or public/private investors.
  • Strong financial modeling skills and industry credibility.

  • Bachelor’s degree or advanced credentials (MBA, MPA, JD, CPA) strongly preferred.

Responsibilities

  • Strategy & Leadership: Set multi‑year CRA cycle strategy for Indirect LIHTC, HTC, and NMTC platforms; build and lead a high‑performing national team; maintain market leadership as a proprietary fund tax credit equity investor; partner with CDB regions to align strategy and production goals across markets.
  • Origination, Partnerships & Client Growth: Source LIHTC via syndication partners and direct HTC and NMTC transactions; oversee and support structuring and underwriting of indirect LIHTC, HTC, and NMTCs; develop pipeline across affordable housing, adaptive reuse/historic preservation, and community facility projects; work with CDB regions and coverage teams to deepen client engagement and support revenue growth; cultivate strategic relationships with CDFIs, syndicators, and institutional investors.
  • Underwriting & Execution: Oversee underwriting for Indirect LIHTC equity and debt facilities, HTC equity, and NMTC financings; manage due diligence and closing timelines; guide legal documentation; coordinate with regional teams to streamline execution and deliver a consistent, high‑quality client experience.
  • Capital Formation & Syndication: Lead Indirect LIHTC fund formation, investor relations, and syndication strategies; support pricing and investor reporting requirements; provide market and pricing insights to regions to support production planning.
  • Impact & Community Outcomes: Establish AMI deal targets, job creation, and community facility outcomes; link regional priorities with mission‑aligned partners to advance inclusive growth and share high impact stories.
  • Communication & National Initiatives: Ensure strong communication with regions and leadership; partner with the BACDC team to plan, deliver, and scale national projects and initiatives; monitor progress and share best practices.
