About The Position

The Public Policy Manager will lead EVgo’s policy engagement and external affairs efforts with state agencies, state legislatures, and local government authorities, as well as represent the Market Development and Public Policy (MDPP) team internally on key cross functional initiatives. The ideal candidate must be a self-starter, have strong writing and external affairs skills, experience interacting with public utilities commissions and other state agencies, and preparing written and oral testimony, as well as demonstrated ability to translate policy outcomes for commercial teams. The position will largely be focused on the California EV market but is remote, with the expectation that travel will be required quarterly for team offsites and frequently for externally facing events in San Francisco, Sacramento, and Los Angeles.

Requirements

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years experience; or equivalent experience.

Responsibilities

  • Draft written testimony in EV dockets and utility rate case and regulatory proceedings related to EV charging and rate design, and serve as an expert witness.
  • Engage with government officials and other stakeholders through public processes
  • Develop EVgo’s policy positions and strategy in relation to regulatory and legislative engagement
  • Collaborate with the Energy team and outside consultants to conduct quantitative analyses on potential electric rate structures and incentive programs
  • Provide and contribute to shaping thought leadership on policies that will increase transportation electrification.
  • Manage outside regulatory counsel, lobbyists, and consultants, and associated lobbyist compliance filings, as required
  • Work collaboratively with internal cross-functional teams to proactively address business needs through policy; represent the MDPP team in key crossfunctional efforts and support EVgo’s commercial teams in cross-cutting initiatives
  • Work with internal teams to action policy outcomes into business operations including public funding (utilities and state agencies), rate design, and technical requirements.
  • Monitor rate filings, state legislative action, trade press, and other sources for developments in EV charging and position EVgo accordingly.
  • Build coalitions of stakeholders, including trade associations, consumer advocates, and NGOs.
  • Support EVgo’s Real Estate and Deployment teams to engage public entities regarding timely deployment of charging installations (e.g. permitting reform)
