About The Position

Oversees the Maritime division safety program in accordance with the Occupational Safety Division Manual and compliance with all maritime laws and regulations. Responsible for ensuring the overall safety and operational efficiency marine vessels and maritime facilities. Works to create an active interest in accident prevention and the safety program. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Requirements

  • Bachelor's Degree in Industrial Hygiene, Occupational Safety & Health or related safety discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
  • 3 years of experience in Occupational Safety, Industrial hygiene, marine/ship operations and safety or closely related work activities (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.

  • Vessel Crew Member Cert
  • Must have OR obtain within one year from date of employment, one of the following professional safety designations: Advanced Safety Certificate (ASC) General Industry/Construction Industry Outreach Instructor or Certified Safety and Health and Health Official (CSHO); Occupational Health and Safety Technologist (OHST) or Associate Safety Professional (ASP) or Certified Safety Professional (CSP) or equivalent training or certification as determined by the Occupational Safety Division (OCC).

  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
  • Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize medical marijuana under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.

Responsibilities

  • Ensures marine vessels are operated safely and in accordance with all applicable laws, rules and regulations.
  • Maintains liaison with U.S. Coast Guard or other regulatory bodies for most current rules, regulations and operations information.
  • Monitors compliance with material safety data sheet (MSDS) requirements and monitors and recommends updates for Spill Prevention Control and Countermeasures (SPCC) plan.
  • Administers the hazardous substance spill contingency plan, emergency planning program and violence prevention program.
  • Answers safety-related inquiries and complaints from the public.
  • Coordinates safety meetings; usually involves planning, conducting, coordinating schedules and providing literature and audio-visual material.
  • Develops localized policies, procedures, guidelines and rule interpretations to comply with federal, state and local rules and regulations.
  • Inspects equipment and work areas.
  • Investigates employee accidents, prepares reports and maintains records; identifies injury types and accident causes, recommends preventative actions and conducts follow-up investigations.
  • Performs industrial hygiene testing of departmental operations to ensure compliance with safety and hazardous materials regulations and to minimize employee health risks/exposures.
  • Plans, schedules and monitors programs or activities that promote employee safety and accident prevention.
  • Provides safety information for bulletin boards and employees.
  • Coordinates periodic inspections of vessels and equipment.
  • Develops and implements safety policies, procedures and protocols.
  • Enforces safety regulations, guidelines and procedures on board vessels and facilities.
  • Conducts safety inspections and risk assessments on vessels and/or maritime facilities for potential hazards.
  • Ensures vessels and facility complies with all relevant maritime laws and regulations.
  • Develops and conducts emergency response procedures; conducts drills to ensure preparedness for emergencies.
  • Maintains records of safety related incidents and responses.
  • Procures and maintains safety equipment and materials.
  • Provides training on safety procedures and use of safety equipment.
  • Coordinate with relevant authorities, regulatory entities and organizations on safety matters.
  • Performs other job responsibilities as assigned.
