Raytheon is seeking a Program Operations Manager (POM) to be a member of the Electro-Optical Infrared (EO/IR) Solutions Sub-Business Unit in the Raytheon Advanced Products & Solutions (APS) Strategic Business Unit. This position requires someone that has experience in the full spectrum of program execution. This position will lead and support production, development, and Depot/MRO programs in a high-complexity, high-mix AS9100 Department of Defense (DOD) manufacturing environment. This position is responsible for operations execution of various programs within Advanced EO/IR Systems directorate. The POM will work closely with Program Management, Supply Chain, Finance, Engineering, various Functions within the Factory organization, Contracts, Customers, S&OE/P and other supporting functions to shape, develop, and execute the strategies and objectives of the product line to achieve the cost, quality, and schedule goals for the programs and business unit.

Requirements

  • Typically requires a Bachelor’s and a minimum of five (5) years prior relevant experience, or an Advanced Degree in a related field and a minimum of three (3) years experience.
  • Experience managing budgets, proposals, and/or financials.
  • Minimum three (3) years experience in operations, project engineering, and/or project management in a manufacturing environment.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • This position requires a security clearance.
  • DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process.

Responsibilities

  • Execute operations activities on established and emerging DOD with cost-plus and firm-fixed contract types.
  • Ensure On-Time Delivery of all customer commitments.
  • Participate in business pursuit and capture, including developing TINA (Truth in Negotiations Act), compliant Basis of Estimates (BOE) submittals leading to contract awards.
  • Lead Front End of the Business (FEOTB) activities including Contract requirements review, BOM development, MRP Requirements planning, Manufacturing execution plan development, and Make/Buy/Where strategy and execution.
  • Lead multi-functional teams in problem resolution and driving productivity improvement and efficiencies through HPU, Lead Time, Cycle Time, and other improvement initiatives using CORE Six Sigma, lean practices, and similar analytical improvement methods and tools.
  • Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.
  • Provide leadership, management, and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management, cross-functional leadership, suppliers, customers, and government representatives.
  • Execute Operations Control Account Manager functions including and managing budgets, cost accounts, and baselines, earned Value Management Tasks, and Variance Analyses and recovery plans.
  • Support Estimate At Complete (EACs).
  • Partner with Program Managers in strategic contract shaping & execution.
