About The Position

Support Commander, Second Fleet (C2F) by enhancing Knowledge Management capabilities through the development and implementation of manpower visualization tools. This role is responsible for consolidating data from multiple sources, including command exercise schedules, manning documents, fleet command and control operations, and administrative requirements into streamlined dashboards or similar products. The objective is to provide senior leadership with clear, actionable insights into workforce utilization, enabling identification of overtasked personnel and opportunities to better distribute workload. This position will also contribute to broader Knowledge Management efforts, improving how information is organized, shared, and leveraged for informed decision-making across the command. Support Hours: Applicant shall be available during core work hours as established the Government customer.

Requirements

  • Bachelor’s degree in Business Administration, Business Management, or related field from an accredited institution.
  • Certification as Microsoft SharePoint Developer OR 3 years’ experience in SharePoint development.
  • Minimum 10 years of experience in providing planning, coordinating, and directing activities of administrative, program, and technical personnel.
  • Minimum 10 years of thorough understanding and experience in the complete Systems Development Lifecycle.
  • Minimum 10 years of providing direction for operations and ensuring compliance with all management policies, plans, and procedures.
  • Proven expertise with Microsoft Project and Microsoft Planner Premium.
  • KM program development and management.
  • Strategic Planning.
  • Providing planning, coordinating, and directing activities ensuring compliance with all management policies, plans, and procedures.
  • Experience and knowledge in the use of Portals such as SharePoint and Collaboration at Sea (CAS) for information sharing and collaboration in support of KM.
  • Experience and knowledge in the use of Microsoft Office products such as Word, Excel and PowerPoint.
  • Experience and knowledge in IT networking
  • Active Secret Clearance

Responsibilities

  • Develop and refine Knowledge Management (KM) tool requirements in coordination with the C2F Knowledge Management Officer (KMO); design and implement solutions using platforms such as SharePoint, Microsoft Teams, Microsoft 365, and Collaboration at Sea.
  • Create, maintain, and enhance KM tools and systems to improve information sharing, organization, and operational effectiveness across the command.
  • Support management of the C2F Battle Rhythm by maintaining and updating integrated command calendars; coordinate scheduling across Staff Functional and Cross-Functional Teams.
  • Serve as an approver for C2F-designated room resources and assist in daily scheduling coordination.
  • Design and deliver KM training for incoming and current personnel, including development of training materials, standard operating procedures (SOPs), and user guides for KM tools and processes.
  • Assist in maintaining and improving KM processes by collecting, validating, and incorporating stakeholder input through forums such as the KM Working Group.
  • Update and manage KM-related documentation in alignment with guidance from the C2F KMO and Chief of Staff (COS).
  • Support development of KM plans and documentation for command participation in exercises and operations.
  • Develop manpower visualization products using tools such as Microsoft Project and Microsoft Planner Premium to illustrate workforce utilization across operational, administrative, and training requirements.
  • Consolidate data from multiple sources (e.g., command calendars, leadership trackers, operations, exercises, and administrative tasks) to analyze manpower allocation and provide actionable recommendations to optimize resource distribution.
