About The Position

The Managing Director for Housing & Justice-Related Services (HJRS) is responsible for services provided to homeless individuals, people involved in the forensic system, individuals in recovery, and other at-risk populations. Services are provided in the city of Philadelphia and surrounding counties. This senior-level management position is also responsible for the administration, planning, development, and coordination of several programs designed to provide community-based substance abuse treatment alternatives to incarceration to criminal offenders in Philadelphia area. Programs are funded through a range of local, state, and federal funding sources. This position requires extensive administrative and supervisory experience, an understanding of fee-for-service reimbursement systems, and the ability to collaborate effectively with professionals in the substance abuse treatment, criminal justice, and public health and human services systems, as well as with local, state, and federal government officials. The Managing Director of HJRS also contributes to the financial stability and growth of PHMC's Criminal Justice, Homeless and Social Services, and Community-Based Outreach Programs, including budget management, development, and monitoring for fee-for-service programs and grants. Reports to: Managing Director of Child & Family Services (CDFS)

Requirements

  • Demonstrated ability to directly manage and support staff in crisis situations
  • Master’s degree required
  • Minimum of 10 years of experience in managing direct clinical and administrative service activities and budgets in a variety of settings with vulnerable populations
  • Experience in grant writing and management of grant-funded programs

Responsibilities

  • Direct Program Oversight Be responsible for the development, implementation, and accomplishment of the work plan for each program.
  • Oversee the identification and effective implementation of relevant evidence-based practices at PHMC’s Forensic, Homeless and Social Services, and Community-Based Outreach Programs.
  • Program Development, Grant Management, and Strategic Planning Assist in identifying and developing new initiatives in cooperation with the City of Philadelphia to assist in making homelessness rare, brief, and non-recurring.
  • In conjunction with Training & Quality Management (TQM), establish uniform programmatic standards and ensure quality assurance and improvement.
  • Identify service gaps and potential new service areas and develop programs to meet these gaps and needs.
  • Financial Management Provide direct coordination with funding and regulatory bodies, including negotiation of contracts, implementation of new or updated regulations and reporting, and resolution of contract or performance challenges.
  • Collaborate with Directors and Program Managers to oversee program spending patterns, identify strategies to improve cost effectiveness, and address financial challenges.
  • Marketing, Outreach, and Government Relations Expand the reach and visibility of the related services to address and respond to developing community and market trends.
  • Represent PHMC publicly as requested.
  • Personnel Make and recommend management and personnel decisions, including but not limited to promotion, transfer, and assignment of staff and imposition of disciplinary actions.
  • Compliance Understand and adhere to PHMC compliance standards.
  • Keep abreast of all pertinent federal, state, local, and PHMC regulations, laws, and policies as they presently exist and as they change or are modified.
