About The Position

The Managing Director of Compliance Operations (MDCO) is a senior compliance leader responsible for directing and overseeing the internal-facing operational functions of the Compliance Department at HealthRIGHT 360. The MDCO ensures the organization is audit-ready, responsive to regulatory oversight, and effective in the execution of audits, investigations, and corrective action planning. Serving as a strategic partner to the Managing Director of Compliance Administration (MDCA), the MDCO operates on a largely parallel leadership footing, with complementary but distinct areas of focus. While the MDCA maintains a broader agency-wide systems, governance, and succession-focused portfolio, the MDCO leads the day-to-day operational execution of compliance activities—particularly those related to audits, investigations, command centers, and internal coordination with Behavioral Health (BH) programs. The MDCO provides direct leadership to Compliance Managers and Compliance Analyst II staff, ensuring high-quality internal analysis, coordination, and follow-through. In close partnership with the Licensing and Certifications Director, the MDCO co-leads audit and investigation response efforts, with the MDCO focusing on internal coordination and corrective action development and the Director leading external regulatory communications.

Requirements

  • Bachelor’s degree in Healthcare Administration, Public Health, Business, Law, or a related field.
  • Minimum of seven (7) years of progressively responsible experience in healthcare or behavioral health compliance.
  • At least five (5) years of experience in a compliance leadership or management role.
  • Demonstrated expertise in managing audits, investigations, command centers, and corrective action planning.
  • Strong experience working collaboratively with program leadership in complex regulatory environments.
  • Proficiency with compliance management systems (e.g., Compliatric or equivalent).

Nice To Haves

  • Master’s degree or Juris Doctor (JD).
  • Certification in Healthcare Compliance (CHC) or ability to obtain within six (6) months.
  • Experience in multi-site behavioral health or nonprofit organizations.

Responsibilities

  • Partner with the Deputy Chief of Compliance to translate organizational compliance strategy into effective operational execution.
  • Serve as a peer leader to the Managing Director of Compliance Administration, ensuring alignment, collaboration, and shared accountability across compliance leadership.
  • Lead internal-facing compliance operations, ensuring consistency, quality, and timeliness in audit response, investigations, and corrective action planning.
  • Contribute to succession planning and leadership development within the Compliance Department.
  • Lead internal coordination and operational management of all external and internal audits, reviews, and investigations, including DHCS audits, county reviews, and special investigations.
  • Oversee and manage Compliance Analysts’ work related to audits and investigations, including document review, issue tracking, evidence collection, and internal analysis.
  • Co-lead Command Centers during audits and investigations, with primary responsibility for: Internal coordination across Compliance, BH program leadership, Quality, Risk, and other departments Managing internal timelines, deliverables, and follow-up actions Partner with the Licensing and Certifications Director, who serves as the primary external-facing liaison with DHCS and other regulators.
  • Take the lead, in collaboration with Compliance Analyst II staff, on coordinating with BH program leadership to develop substantive, operationally sound Corrective Action Plans (CAPs).
  • Ensure CAPs: Address audit and investigation findings comprehensively Reflect realistic operational changes and timelines Are informed by licensing, certification, and regulatory requirements Work closely with the Licensing and Certifications Director to ensure CAPs align with applicable licensing standards and regulatory expectations.
  • Monitor CAP implementation, follow-through, and closure in collaboration with program leadership and Compliance staff.
  • Directly supervise Compliance Manager(s) and Compliance Analyst II staff.
  • Provide leadership, coaching, and performance management to ensure high-quality compliance operations.
  • Establish clear roles, responsibilities, and expectations for audit, investigation, and CAP-related work.
  • Support professional development and build internal expertise related to audits, investigations, and regulatory response.
  • Serve as the primary compliance partner to BH program leaders for audit and investigation-related internal work.
  • Facilitate clear communication, shared understanding, and accountability between Compliance and program leadership.
  • Support program leaders in understanding compliance findings, expectations, and corrective actions.
  • Foster a culture of proactive compliance, transparency, and continuous improvement.
  • Ensure effective use of compliance systems (e.g., Compliatric, Compliance App) for tracking audit readiness, findings, CAPs, and resolution status.
  • Review and analyze compliance data trends related to audits, investigations, and corrective actions to inform leadership decision-making.
  • Partner with the MDCA and systems administrators to ensure operational compliance needs are reflected in system design and reporting.
  • Collaborate with the Licensing and Certifications Director to ensure audit and CAP processes reflect licensing and certification requirements.
  • Support enterprise risk identification and mitigation related to compliance operations.
  • Participate in high-level investigations, root cause analyses, and regulatory interviews as needed.
